Australian Industry Group (Ai Group) has welcomed the Queensland Government's pause on Best Practice Industry Conditions (BPIC), saying it would drive down costs for the broader community. Speaking on Australian Broadcasting Corporation (ABC) Radio Brisbane, Ai Group Head of Queensland Michelle Farquhar said it was a significant and welcome move. "The major blowouts exposed in recent weeks are no surprise," Ms Farquhar said. "Ai Group has been flagging this issue with the Queensland Government since the introduction of BPIC. "While government procurement can be used to benefit the community, this has inflated costs, especially in regional Queensland, and distorted the labour market. "Our members have seen first-hand the damaging impact it has had across Queensland on building schools, hospitals, roads, sporting facilities, and more." Ms Farquhar said the impact of BPIC had reverberated across the state, and many projects had been shelved because of it, including much-needed housing projects. "We are delighted to see action being taken so quickly after the election," she said. "We look forward to working with the State Government to lift #productivity and create a vibrant economy and well-paid jobs for all Queenslanders. Australian Industry Group (Ai Group) has applauded today’s launch of a new peak body representing the water heating industry in Australia and New Zealand. The Australian & New Zealand Water Heating Association (ANZWHA) is the successor to the Australian Water Heating Forum (AWHF), a managed forum created in 2018 under the auspices of Ai Group. ANZWHA is made up of manufacturers and suppliers of water heating systems including Rheem Australia, Rinnai Australia, Dux Hot Water, STIEBEL ELTRON Australia, Reclaim Energy, Chromagen Australia and Bosch Australia & New Zealand. Ai Group's James Thomson said: “AWHF was formed by Ai Group more than six years ago to give the industry sector a unified voice at a time when the sector was very fragmented. “We are pleased to have been involved in establishing AWHF and look forward to working with ANZWHA going forward." New Ai Group research shows that the Australian labour market has become increasingly dependent on government stimulus. Despite very sluggish economic conditions in Australia, the labour market remains very tight with unemployment still at a low 4.1%. Why has it not eased to match conditions in the broader economy? Government stimulus is the answer. In the past year, labour utilisation in the non-market sector - comprising the public administration, education, health and social industries - grew by 4.9%. In the market sector, it was dead flat. Employment growth in non-market industries reflects increased spending by state and federal governments. And this spending obscures emerging weakness across the rest of the labour market. Most market sector industries reduced their labour demand in the year to the June quarter of 2024. Net job creation in the private sector stalled to 0.5% in the quarter, compensated by a surge to 2.3% in the public sector. This shows that Australia's labour market resilience has become increasingly reliant on government-spending. As state and federal budgets are under increasing fiscal pressure, the medium-term sustainability of this spending path is uncertain. The more moderate increase in minimum wages this year has seen wage pressure ease for businesses and inflation. In the September quarter, wages growth in Australia eased from 4.1% to 3.5% p.a. This will lower employment cost growth for businesses continuing to struggle with weak economic conditions, and take some of the heat out of pressures on underlying inflation. One of the main factors was the 3.75% increase in minimum wages handed down by the Fair Work Commission in July. Coming after two record (5.2% and 5.75%) increases in previous years, this took the heat out of wages pressures. This is evident when we look at wages growth by type of industrial instrument. Awards and enteprise agreements both eased significant in the Sept quarter, and are now moving back into line with market-set wages. However, governments continue to push wages up, despite the very tight labour market. Public sector wages rose at 3.7% per annum in the quarter. For the first time since the pandemic this wage growth was at a higher rate than in the private sector. The appointment, announced today, reflects Ai Group’s ongoing contribution to and support of the development of standards in Australia, Ai Group Chief Executive Innes Willox said.
