I was motivated to write this piece after reflecting on latent assumptions in the security community about how the Pacific will adapt to climate change. I’m happy to say knowledge has advanced considerably in recent years, but there’s one anecdote worth highlighting. Years ago I had a conversation with a security/defence official who assumed Pacific islanders would inevitably be forced to relocate en masse (to northern Canada of all places...). This wasn’t a climate expert, but for that reason it helps to explore their assumption. This thinking reflects the overwhelming nature of climate impacts, and assuming Pacific islanders are passive in the face of that future. Instead, they are motivated to stay in their homes - and aren’t letting the scale of future climate risk paralyze them. This piece shows one example of practical Pacific action. Land reclamation isn’t uncomplicated, but it can help avoid worst case Pacific climate impact scenarios. A balance of approaches is needed, but this isn't unattainable: it's a question of reasonable financing and cost. Even if Tuvalu's plan to raise and adapt its land costs more than ~$1B USD, that pales in comparison to standard infrastructure projects. For an Aussie example, Melbourne's Suburban Rail Loop has estimated asset and operating costs of $217B AUD from 2019-2084... ROI is obviously a poor method to capture what it means to support a nation staying in their home. At the very least, supporting practical action helps to be seen as a serious partner as climate impacts intensify - the core security threat facing the Pacific. Australia's support through the Falepili Union towards Tuvalu's coastal adaptation project is an excellent start. This should continue and expand as part of efforts, alongside global partners, to close the adaptation financing gap facing climate-vulnerable developing countries.
