Led by Prof. Janine Dixon, the Centre of Policy Studies (CoPS) undertakes economic modelling research for governments and businesses in many parts of the world. We are the creators of Australia's best known large-scale economic models, ORANI, MMRF and TERM. Versions of these models have been developed for over 25 countries, including the USAGE model of the United States, the INDOTERM model of Indonesia, the CHINAGEM and SINOTERM models of the Peoples Republic of China and the VNET model of Vietnam. CoPS' economic-modelling software, GEMPACK, is licensed to users in around 70 countries.

Victoria’s draft 30-year infrastructure plan outlines major reforms to support sustainable growth, including a shift from stamp duty to an annual land tax. Infrastructure Victoria has released a 30-year strategy for our state. The plan is ambitious: estimated costs of full adoption are between $60 billion and $75 billion, mostly front-ended. To implement, Victoria would need to boost own-source revenue by about $4 billlion a year, a rise of about 15% on 2022-23 figures, or find savings of that amount elsewhere in the budget. One of its most impactful proposals, which comes in cheap, is replacing stamp duty with an annual land tax. 🏡🔄 💰 Some facts and figures: ▪️ Victorians paid $9 billion in stamp duty in 2022-23—effectively a 300% tax on the cost of moving. ▪️ The reform could make it easier for people to move when their circumstances change. ▪️ Evidence from the ACT shows phasing out stamp duty boosts economic activity and property transactions. ▪️ My colleague Prof. James Giesecke and I, at Victoria University’s Centre of Policy Studies, found that stamp duty removal could leave Australian households better off by about $1,600 per year. ▪️ There are challenges—such as ensuring housing price responses are spread fairly across different types of housing. What if all APEC economies adopted the UNCITRAL Model Law on Electronic Transferable Records (MLETR), or equivalent, facilitating paperless trade across the region? Trade could be more efficient and costs could be reduced. The economic benefits are potentially huge - economic modelling estimates they could be as high as US$2.0 trillion. Some APEC economies are already leading the way, adopting MLETR or equivalent, while others have further to go. Numerous legal and practical challenges still need to be overcome. But there are ways to move forward. Tailored legal approaches, cooperative action and capacity building across APEC can be taken to advance paperless trade. These are the findings of the recently published APEC paper "A path to paperless trade: Analysing the legal gaps and economic benefit of adopting or maintaining a legal framework that takes into account the UNCITRAL Model Law on Electronic Transferable Records" prepared as part of a project for APEC economies, managed by the The Australian APEC Study Centre (AASC) and funded by the Australian government. The findings reinforce the 2024 Statement of APEC Ministers, which notes the importance of paperless trade and cross border recognition of electronic trade documents and of working towards aligning legal frameworks with MLETR. The Centre of Policy Studies' Dr Xiujian Peng was featured in an article in The Age discussing #China’s #population, which experienced its third consecutive year of decline in 2024. Although there was a slight increase in #births in 2024 compared to 2023, Dr Peng argues that this does not change the overall declining trend of China’s population. https://lnkd.in/gz6abYCb
The Centre of Policy Studies successfully held the Third International CGE Workshop at the University of International Business and Economics (UIBE), #Beijing, #China on 11 January 2025. Over 90 participants attended on-site, together with around 30 online attendees. Given that universities in China have concluded the term and are now on #ChineseNewYear holiday, this turnout was quite impressive. Wonderful effort by Dr Xiujian Peng on coordinating and delivering the course!
