This seems like a pipedream, but Australia only has to look towards Europe to see many examples of local people holding an ownership stake in renewables developments. The result is powerful - not only does it create wealth for local people (that would otherwise have left the communty) but with ownership comes a voice. We love revolving funds as a powerful place based capital mechanism for funding local initiatives! Geelong Sustainability's Community Energy Revolving Fund is a great example, helping local not for profits access renewable upgrades. Unlike a grant, the revolving fund recirculates capital. Not for profits borrow money from the fund (usually as an interest free loan), and repay the debt with the savings that are made from the upgrades. The funds are then loaned out again to aother not for profit.
