The Circular Economy Demands Reformed Trade Codes: Cambridge Reports A recent report by the University of Cambridge's Centre for Resilience and Sustainable Development (CRSD), in collaboration with th (EuRIC - The European Recycling Industries and the UK's Textile Recycling Association (TRA), emphasizes the urgent need to reform international trade codes to support the circular economy. The study identifies that current Harmonized System (HS) codes, particularly HS 6309, are outdated and create legal ambiguities, hindering the efficient trade of recycled textiles and second-hand clothing. To address these challenges, the report recommends: ➡️ Replacing HS 6309 with new codes that clearly differentiate between waste, recycling, reuse, and specific categories like garments, shoes, and accessories. ➡️ Standardizing legal terminology to ensure consistent interpretation across different jurisdictions, reducing confusion and enhancing trade efficiency. ➡️ Defining clear contamination benchmarks for textile waste shipments to prevent shipment rejections due to unintended inclusions. ➡️ Creating dedicated HS codes for second-hand clothing within Chapters 61 and 62, and developing specific codes for recycled-content garments, facilitating better tracking and promotion of recycled materials. These reforms are crucial as the World Customs Organisation prepares for its next review cycle in 2027. Implementing these changes will modernize trade practices, reduce costs, and incentivize textile reuse and recycling, thereby strengthening the global circular economy.
