In the recent years, the issue of Cyber related offences and crimes in Bangladesh, have become a major concern given the digital and virtual nature of engagement each and everyone of us are involved in. Be it through our engagement in social media platforms or other virtual or digital channels, each one of us are leaving behind a footprint in some form or another. In this regard, special focus must be had on the high frequency and evolution of cybercrimes in our socio-politico-economic context. This report encompasses the multi-faceted causes and effects of cybercrime on the population of Bangladesh, and proposes a number of recommendations of the prevention of such cybercrimes in the country. We are absolutely pleased to have 𝐌𝐫. Quazi Omar Foysal between us as the Instructor of 𝐋𝐚𝐰𝐬 𝐨𝐟 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐮𝐫𝐭𝐬 𝐚𝐧𝐝 𝐓𝐫𝐢𝐛𝐮𝐧𝐚𝐥𝐬 for our upcoming online short course on "Advanced Introduction to International Law Series, Part II: Specialised Regimes." Mr. Quazi Omar Foysal is a Senior Lecturer at the Department of Law, American International University-Bangladesh. He is not only an academician but also an international law practitioner and Bangladeshi-qualified lawyer. He has been teaching law, including international law, since 2019 and serves as a Research Assistant to Ambassador Mario Oyarzábal at the UN International Law Commission. Mr. Foysal completed his second Master of Laws (LL.M.) from the Université Catholique de Louvain in Belgium and obtained his first LL.M. from the Geneva Academy of International Humanitarian Law and Human Rights in Switzerland. He completed his Bachelor of Laws (LL.B.) from the University of Dhaka, Bangladesh. His research and practice areas include Public International Law, International Dispute Settlement, Law of the Sea, and the protection of vulnerable persons, with a focus on the Rohingya situation. He has taught at various Bangladeshi universities and worked with organisations such as the International Law Commission, ICRC, Refugee Solidarity Network, Open Society Justice Initiative, Bangladesh Legal Aid Services Trust (BLAST), Kathmandu School of Law (Nepal), and Centre for Genocide Studies of the University of Dhaka. Notably, he was a part of Bangladeshi Non-Government Representatives who submitted an amicus curiae submission to the International Criminal Court.

Monjur Hasan, PhD between us as the Instructor of 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐋𝐚𝐰 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐞𝐚 for our upcoming online short course on "Advanced Introduction to International Law Series, Part II: Specialised Regimes." Dr. Hasan is an Assistant Professor of Law at Independent University, Bangladesh. He previously served as an Assistant Professor of Law at Bangabandhu Sheikh Mujibur Rahman Maritime University, Bangladesh. Dr. Hasan holds a PhD in International Law with a focus on the Law of the Sea from the Ocean University of China. His doctoral research concentrated on maritime boundary disputes in the Bay of Bengal and the South China Sea. He conducted his Postdoctoral Research at Ankara University National Centre for the Sea and Maritime Law, Turkey, focusing on maritime disputes in the Eastern Mediterranean Sea among its littoral states. Dr. Hasan has participated as a speaker and participant in various international seminars and conferences on the Law of the Sea and international dispute resolutions held at National University of Singapore, BSMR Maritime University, Bangladesh, Ankara University, Turkey, the International Congress of Ocean, Singapore and Shanghai Maritime University, China. He has participated in numerous training programs on the Law of the Sea and International Disputes at institutions such as the National University of Singapore, Australian National Centre for Ocean Resources and Security under University of Wollongong, South China Sea Institute of Xiamen University, China, Yeosu Academy of the Law of the Sea, South Korea. Dr. Hasan presided as a Judge in the International Tribunal for the Law of the Sea Moot Court competition, 2021 organized by the Brazilian Institute for the Law of the Sea. His research works have been published in internationally regarded academic publishers such as Springer Nature, Brill and Taylor & Francis. He has co-edited Maritime Law Compendium (BSMRMU, 2021) and reviewed Reciprocity and China’s Transboundary Waters: The Law of International Watercourses (Routledge 2020). He is a PhD dissertation reviewer at the University of New England, Australia, and a visiting scholar at Ankara University, Turkey. Dr. Hasan is an alumnus of Yeosu Academy of the Law of the Sea, South Korea, and the Centre for International Law of National University of Singapore for the Law of the Sea and Climate Change program. He is also an occasional reviewer for Springer Nature, Taylor and Francis, Elsevier, Brill and Routledge. He is a member of the Supreme Court Bar Association, Bangladesh. His area of expertise includes International Law, Law of the Sea and International Dispute Resolutions.

Rizwanul Islam is a Professor at the Department of Law, North South University. He obtained his first degree in Law from the University of Dhaka, a Master of Laws from the National University of Singapore and a doctoral degree from Macquarie University (Australia). He was a recipient of the Macquarie University Research Excellence Scholarship. Dr. Rizwan received the Macquarie University Faculty of Arts Higher Degree Research Award for Best Candidate Publications twice. He had worked as a research assistant in two research projects funded by Macquarie University research grants. He has over 40 books, monographs, journal articles, and book chapters published in reputable outlets such as Brill, Cambridge University Press, Elsevier, Kluwer, Oxford University Press, Routledge, and Springer. He has also published on foreign investment law. An Anatomy of Self-Damage and Quest of Rules and Policies for Promoting Sustainable Investment to the Global South’ in Sumaiya Khair, Shawkat Alam, and Muhammad Ekramul Haque (eds), Implementation of Sustainable Development in the Global South: Strategies, Innovations, and Challenges (Hart Publishing, 2024) (forthcoming). Dr. Rizwan has acted as a consultant and Fellow in projects funded by the World Bank, United Nations Development Programme, and national NGOs. Dr. Rizwan was commissioned by the National Human Rights Commission of Bangladesh to write a research report. He was awarded the President’s Gold Medal for his paper titled ‘Judges as Legislators: Benevolent Exercise of Powers by the Higher Judiciary in Bangladesh with not so Benevolent Consequences’ as the Best Research Article in the subject category of Arts, Humanities, Education, and Law of the year 2016. Dr. Rizwan received the Research Award 2021 from the Faculty of Humanities and Social Sciences, North South University for outstanding performance in research during 2018-2020. In March 2021, he was elected as a Co-Chair of the Teaching International Law Interest Group of the American Society of International Law for a three-year term. Dr. Rizwan also writes columns for national and international newspapers such as The Diplomat, Straits Times, Bangkok Post, Business Times, New Straits Times, Economic Times, and Daily Star. He also has a passion for fictional writing.

Mohammad Pizuar Hossain among us as the instructor of 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐫𝐢𝐦𝐢𝐧𝐚𝐥 𝐋𝐚𝐰 for our upcoming online short course on Advanced Introduction to International Law Series, Part II: Specialised Regimes. Mr. Mohammad Pizuar Hossain is presently pursuing a PhD in International Law at Monash University in Melbourne, Australia. He has been awarded the Monash International Tuition Scholarship (MITS) and the Monash Graduate Scholarship (MGS), which fund his tuition fees and living expenses during his PhD program. He is employed as a Senior Lecturer in Law (currently on study leave) at East-West University in Dhaka, Bangladesh. Mr. Hossain is a Chevening Scholar at the University of Edinburgh in Scotland, the United Kingdom (UK). He now serves as an Advisory Board Member of the International Association of Genocide Scholars (IAGS). He has recently become a member of the Castan Centre for Human Rights Law (CCHRL) at Monash University. He contributed as a Legal Researcher at the Edinburgh International Justice Initiative (EIJI) in the UK in 2021-22. He also took part in the COST CA18228 of the Global Atrocity Justice Constellations (European Union) as a contributor to international criminal justice data from Bangladesh. Mr. Hossain’s research interests lie at the crossroads of Public International Law, International Criminal Law, International Human Rights Law, International Humanitarian Law, Constitutional Law, Genocide Studies, Cyber Security and Cyber Crimes, and Criminology.
