Today, at the Economic and Financial Affairs Council meeting, Member States adopted the final text of the recast of the Urban Wastewater Treatment Directive (UWWTD). The European cosmetics industry strongly supports the overall objective of the directive to effectively tackle water pollution in Europe as well as the Extended Producer Responsibility (EPR) principle proposed. However, Cosmetics Europe remains highly concerned about the fairness and effectiveness of the adopted EPR scheme. Ranging from antiperspirants, dermo-cosmetics, fragrances, make-up and shampoos, to soaps, sunscreens and toothpastes, cosmetics and personal care products play an essential role in all stages of our life. Valued at €96 billion at retail sales price in 2023, Europe is a global flagship market for cosmetics and personal care products. In 2023, the industry supported 3.5 million jobs across Europe with over 259,244 people employed directly, and a further 2.68 million indirectly in the cosmetics value chain.

Have you heard about the Double Plate Method (DPM)? It was recently advanced to the final draft stage of the International Standard Organisation (ISO) publication process. It is a fully vitro Sun Protection Factor (SPF) test method, an alternative to the currently used in vivo international standard method. It provides reliable, repeatable and reproducible results. This means that highly comparable results are expected to be achieved while re-testing the sun protection products in different laboratories as well as re-testing it multiple times in the same facility. Importantly, the results are also consistent with those obtained using the currently used in vivo international standard.

Today takes place the 2nd European Commission workshop on the roadmap towards phasing out animal testing for chemical safety assessments. This workshop is an opportunity for all stakeholders interested in the process to get involved and discuss critical elements related to developing, validating and implementing non-animal methods and their uptake across European chemical legislation. In one of the panel sessions, together with the speakers from the European Commission Joint Research Centre, EFPIA - European Federation of Pharmaceutical Industries and Associations and Cefic, Director-General John Chave shares Cosmetics Europe’s experience, learnings and achievements from our work in translational research initiatives such as the Long-Range Science Strategy (LRSS) programme. He also focuses on the importance of other initiatives such as International Collaboration on Cosmetics Safety and collaboration between stakeholders to continue to promote use and regulatory acceptance of non-animal methods. Cosmetics Europe is delighted to share that earlier this week, the Double Plate Method (DPM) has been advanced to the final draft stage of the International Standard Organisation (ISO) publication process. The DPM is the only fully in vitro Sun Protection Factor (SPF) test method currently in this stage. It is expected for the ISO Central Secretariat to publish and recognise the method as an official international standard by early 2025. The method’s key attributes and advancement to the final draft stage represent major scientific progress in sun protection.
