Time is of the essence in resolving Libya’s Central Bank dispute. In August, Libya’s rival authorities – the internationally recognised government in Tripoli and the parliament based in the east – stepped up their fight over control of the Central Bank, after the former unilaterally appointed a new governor. Disputes over control of the Central Bank have been a recurring feature of the Libyan crisis since the country’s governing institutions split in two in 2014. Already, this feud has led to a partial shutdown of oil production and caused foreign financial institutions to suspend transactions, isolating Libya from international markets. To prevent economic collapse, the rival authorities should implement the UN-backed preliminary agreement to resolve their Central Bank dispute. In his first 100 days, President Lai Ching-te has met Beijing’s aggressiveness toward Taiwan with a tougher stance. This new administration believes affirming Taiwan’s de facto sovereignty and autonomy from China are necessary for dealing with an increasingly aggressive Beijing. In response, China has ramped up its pressure on the island. The dynamic between the two sides is becoming more openly confrontational, exacerbating an already precarious dynamic in the Taiwan Strait. To avoid further escalation, both sides should seek to resume more flexible postures and maintain channels of communication. Taipei should return to more selective assertions of its de facto autonomy and Beijing should pull back its military intimidation.
