The Acting Secretary-General of the International Energy Charter, Atsuko Hirose, attended the Baku Energy Forum in Azerbaijan from 5 to 7 June 2024. The Forum brought together global energy leaders, thought leaders, and innovators for an unparalleled industry experience. Ms. Hirose discussed the role of the Energy Charter Treaty (ECT) in promoting long-term international energy cooperation and its ability to contribute to the acceleration of clean energy investments. The ECT is indispensable for the achievement of the net-zero target of 2050/2060, especially in emerging markets and plays a significant role in de-risking foreign investments. It is the only multilateral treaty to promote the principles of freedom of transit and non-discrimination, such as the national treatment for energy in transit and prohibition on interruption of energy flows, which are relevant for the Caspian region.
About us
The Energy Charter Treaty establishes a multilateral framework for energy cooperation that is unique under international law. It was signed in December 1994 and entered into legal force in April 1998. As of 1 December 2023, the Energy Charter Treaty has 53 Signatories and Contracting Parties (including the European Union and Euratom). The Energy Charter Conference, established under the Energy Charter Treaty, is its main governing and decision-making body. The Energy Charter Secretariat assists the Conference in performing its duties and carries out functions assigned to it under the Treaty. The Energy Charter Secretariat is based in Brussels, Belgium.

Call for research fellow ❗ The International Energy Charter is recruiting a research fellow to assist with the preparation of a special edition of its flagship report, Energy Investment Risk Assessment, developed jointly with the Islamic Development Bank. The successful candidate is expected to take up duties in early June 2024 and will be responsible for the tasks indicated in the attached call. Evaluation of qualified candidates may include an assessment exercise, which may be followed by an interview. All qualified candidates are invited to send their curriculum vitae and motivation letter to recruitment@encharter.org no later than 3 May 2024.

On 4 December 2023, the Energy Charter Secretariat launched the sixth edition of its flagship publication, the Energy Investment Risk Assessment (EIRA), in an online event. The EIRA report represents a one-of-a-kind effort of the International Energy Charter to guide governments in making their legal and regulatory frameworks resilient and increasing their preparedness for the energy transition. It also offers the investor community information on the latest developments in the energy sector of the participating countries, including their policy targets, revisions to legal and regulatory frameworks, and incentives offered to facilitate investments in clean energy technologies. The International Energy Charter is pleased to announce that the 6th edition of its flagship Energy Investment Risk Assessment 2023 report (EIRA) will be launched in an online event on 4 December 2023. This year's EIRA report assesses risks in 13 countries, spanning Europe, Asia, the Americas, and Africa. The report covers the latest updates on the efforts of countries to reduce risks for foreign investors that emanate from government action. It provides the most recent information on policy, legal, and regulatory developments in the participating countries on a plethora of issues, including supporting the energy transition, environmental protection, the climate-women nexus, most updated sectoral energy targets, power sector reforms, statistics on FDI inflow in the countries, prevention of corruption and transparency initiatives, financial and other incentives granted to energy investors, and investor-state dispute prevention mechanisms.
