📣 👥 Today, experts from EU DSO Entity, ENTSO-E, T&D Europe and Europacable met in Brussels for their second meeting on the implementation of the Action Point 13 of the #GridActionPlan The all-day meeting allowed for in-depth technical discussions over the challenges faced by each entity with regards to #SupplyChains and #Procurement. Exchanges between experts focused on the following key points: 🧰Common practices from #TSOs and #DSOs on improving access and procurement on supply chains 🔍Increased visibility from grid-assets manufacturers on electricity network developments plans 📃Shared messages for the planned revision of the EU’s procurement rules The meeting was also the opportunity for Zuzana Sádlová (European Commission, DG ENER) to deliver a high-level introduction of the Commission’s expectation for the collaboration on the Action Point 13, ahead of the #CopenhagenForum in June. About us
DSO Entity has been formally set up in June 2021 and aims to increase efficiencies in the electricity distribution networks in the European Union and to ensure close cooperation with Transmission System Operators and ENTSO-E. As such, the organization will take up a key role in the development and completion of the internal electricity market. It will act as a platform of cooperation between all the electricity DSOs with the overall objective of positioning itself as an expert body tackling essential matters such as developing network codes & guidelines, contributing to the digitalisation of the DSO systems and facilitating the integration of Renewable Energy Sources. DSO Entity already gathers 830 DSOs of small, medium and large size in an active cooperation mindset.

EU DSO Entity and ENTSO-E look forward to continuing the cooperation with EU Agency for the Cooperation of Energy Regulators (ACER) and the European Commission! 🤝 We are moving towards the implementation of the 𝗡𝗲𝘁𝘄𝗼𝗿𝗸 𝗖𝗼𝗱𝗲 𝗼𝗻 𝗗𝗲𝗺𝗮𝗻𝗱 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲, which will facilitate the participation of #DemandResponse resources in electricity markets, improving #flexibility, strengthening #energysecurity, and accelerating the clean #EnergyTransition⚡ 🪴
🆕🚀 New network code on demand response will further advance the energy transition ✅ On 7 March 2025, ACER submitted its proposal for a new EU-wide #NetworkCode on demand response to the European Commission. This is the result of close collaboration with network operators (ENTSO-E, EU DSO Entity) and extensive consultation. What is demand response? ⚡ Demand response is when consumers–retail and industrial–intentionally adjust their #electricity consumption in response to a change in the electricity market price or a financial incentive to increase, decrease or shift the timing of their electricity consumption. #DemandResponse in electricity markets is increasingly important to support more variable #renewable generation being added to the #PowerGrid. 🌬️☀️ Why does this network code matter? 💡 This network code will ensure that demand response resources (such as consumers, storage providers, and distributed #generation) can fully participate in wholesale electricity markets, providing much needed flexibility to an evolving power system driven by #RenewableEnergy and thereby contributing to #EnergySecurity and the transition to #CleanEnergy. 🔢 To achieve this, the network code and the related amendments to existing regulations (balancing, system operation, and demand connection) cover four main areas: 1️⃣ Market access: The new #EU-wide rules will simplify market entry for smaller #energy players and enable standardisation of demand response measurement. 2️⃣ Service provider qualification process: New measures will streamline prequalification, product verification, and participation for all resources. 3️⃣ Procurement processes: Transparent rules will regulate #SystemOperator services procurement, with justified exceptions to market-based methods. 4️⃣ System operators’ coordination: Stronger collaboration between system operators will improve renewables integration, congestion management, and system stability. What are the next steps? ⏭️ The European Commission will review the proposal and initiate the process of establishing the Demand Response (DR) Regulation and amending the three related regulations. Once adopted by Member States, these will become legally binding across the EU. 📣 DSO Entity representatives held a fruitful and productive meeting with the Energy and Housing EU Commissioner, Dan Jørgensen. DSO Entity President Vincenzo Ranieri, and Secretary General Peter Vermaat met with the Commissioner to exchange on the relevance of #grids in an increasingly decentralised energy system. During the meeting, DSOs and their role in the transition were discussed in the light of the latest publications of the 𝑪𝒍𝒆𝒂𝒏 𝑰𝒏𝒅𝒖𝒔𝒕𝒓𝒊𝒂𝒍 𝑫𝒆𝒂𝒍 (CID) and the 𝑨𝒄𝒕𝒊𝒐𝒏 𝑷𝒍𝒂𝒏 𝒇𝒐𝒓 𝑨𝒇𝒇𝒐𝒓𝒅𝒂𝒃𝒍𝒆 𝑬𝒏𝒆𝒓𝒈𝒚 (APAE). 🔷 DSO Entity welcomes the publications of the CID and APAE: 1️⃣ The right focus is put on #grids as enablers of a successful EU economy and the need to invest in grids. With 70% RES connected to DSOs and the increasing decentralised electricity demand, the focus should be on the development of a resilient, flexible and open distribution grid 2️⃣ The announcement of a comprehensive grids package in Q1 2026 as follow-up to the GAP shows the need to improve conditions for grids to act as enabler of a #sustainable energy transition and a thriving EU economy. Faster #permitting procedures and a more forward-looking anticipatory investments approach will be key for delivery. 3️⃣ The stimulation of more grids manufacturing capacity within the EU with a grids manufacturing package is welcomed and will urgently be needed to ensure grid expansion and smartening can keep pace with the accelerated #electrification. 🔷DSO Entity repeats three core principles that should guide EU-activities on grids: 👉Introduce a grid mainstreaming approach 👉Ensure timely national implementation 👉Advance European solutions on strategic topics We look forward to continuing the good cooperation to ensure an affordable, sustainable and safe transition with grids taking centre strage! 📣 Publication Alert! We published the Joint DSO Entity & ENTSO-E Report on 𝐂𝐨𝐦𝐦𝐨𝐧 𝐓𝐒𝐎-𝐃𝐒𝐎 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 & 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐄𝐥𝐞𝐜𝐭𝐫𝐢𝐜𝐢𝐭𝐲 𝐒𝐲𝐬𝐭𝐞𝐦! Last Thursday, Amy Radlberger - Vice Chair Task Force Finance (TF FIN) joined the third Plenary Meeting of the Investors Dialogue on Energy, held by the European Commission in Brussels. The event gathered experts from the energy and finance sectors in all EU countries 🇪🇺, who discussed assessing and upgrading financing schemes to mobilise financing in the context of the #EuropeanGreenDeal and #REPowerEU. As part of the Working Group 2 'Transmission & Distribution' and member of our TF FIN, Amy was one of the speakers of the technical session ‘Exploring new financial instruments to further mobilise investments: Outcomes from the ID-E WGs’ 📈 🔎 The focus of the technical session was on the challenges that #TSOs, #DSOs and other public operators face when raising financing in regulated regimes. EU funding for grids in the new #MFF, following the publication of the #CleanIndustrialDeal and the Affordable Energy Action Plan was also discussed.
