Today, Philippe Binard, the Delegate General of Freshfel Europe spoke at the SPS Committee of the World Trade Organization. The Thematic Session covered the topic of Innovative Regulatory Approaches to Facilitate Safe Trade. The session aimed at encouraging an exchange of experiences, focusing on the challenges faced by exporters in relation to MRLs. Philippe Binard stressed to the audience: - The WTO SPS agreement and Trade Facilitation Instruments do not always facilitate international trade. Countries such as Australia, Brazil, Chile, China, Indonesia, Mexico, Peru, USA, South Korea and several others remain highly protectionist through long, costly, and too often frustrating, negotiations regarding plant health protocols. - Regarding food safety, the EU PPP & MRL policy, highly criticized by non-EU countries, does not limit imports of fresh produce. Quite the opposite, as imports have grown significantly. Strong partnerships between suppliers and importers allowed, through responsible approaches, to adapt to changing rules, and comply with market access and customer requirements. - EU exports, GAP certification schemes, IPM approaches, monitoring and controls, to verify compliance with EU regulatory and non-regulatory requirements are strong quality assets for EU exporters. The meeting was also an opportunity to call on WTO members to foster more transparency regarding national MRLs in order to facilitate international trade. More harmonisation is needed on laboratory methodologies, MRL testing rules, swift controls, etc. While science-based governance on MRLs is the basis, societal concerns and other expectations that might be demanded to access customers or consumers should not be disregarded. Dear Commissioner Hansen, Fruit and vegetables are marching in Brussels to call for “fresh” perspectives for the sector within your Vision for Agriculture and Food. The future of Europe will not be powerful without strong policies that allow the growth of fresh fruit and vegetables and enhance their consumption by EU citizens. The latest Lancet report on the dramatic rise of obesity released this week demonstrates the urgency to act in favor of a healthier diet with the preventive role of fruit and vegetables. Time is not for compromise anymore! Previous soft law strategies such as the EU Platform for Diet and Physical Activity failed, as well as the shift towards plant (based) diets. Policies continue to favor ultra-processed food. Fresh fruit and vegetables are the “smartest solution” to address societal concerns. Consumption boosting should be the priority. Build your “Vision” on the power of fruit and vegetables. It will benefit the planet, EU citizens, and the social security budget. Act now!
