GDG Inspire joined experts last 17-18 October at the FRISCO EU project final conference to explore the future of #counterterrorism, #contentmoderation, and #onlineextremism. Our founder, Giulia Dino Giacomelli (she/her), had the pleasure of moderating a session titled "Improving our Counterterrorism Response: Perspectives, Partnerships, Practices.” with Fabian Wichmann, Erin Saltman, PhD and Stéphane Duguin. WHAT DID WE TAKE AWAY? ➡️The trend of terrorists using the internet is evolving rapidly. Experts mentioned: 📍The rise of virtual dead drops through cloud services and anonymous portals 📍Decentralized web (d-web) platforms being exploited—how do we moderate this content? 📍The strategic move to newer, smaller platforms with less oversight ➡️The Israel-Hamas conflict highlighted complex challenges: 📍Predominant glorification and misinformation content from groups like Hamas and Palestinian Islamic Jihad in non-English languages 📍Disinformation narratives - antisemitic and anti-establishment - circulating widely, often through mis-contextualized media 📍Hezbollah content being tricky to track due to its dual military/non military nature ➡️Need to complement CT with CE strategies for a policy perspective that matches the evolving threat landscape ➡️Vulnerability to radicalization has increased, with factors like: 📍Influential figures presenting conspiracy theories as truth 📍Algorithmic amplification making this content more visible and credible 📍There's so much more to explore and apply from these insights, especially in building a robust, multi-layered approach to counterterrorism. 🎉 New edition of THE STRATCOMM PILL! This month we reflect on how public-private partnership in content moderation recently developed, in particular following Telegram CEO's arrest. In this first issue of the month, we interviewed Pierre Sivignon, project manager and P/CVE analyst at CIVIPOL . Pierre shared his views on the evolution of the role of tech companies in moderating harmful content and their relation to governments. This month's theme is "Extremism in Gaming Communities". In this first issue of the month, we interviewed Galen Lamphere-Englund, senior international security and strategic communications advisor.
