About us

The Platform for International Cooperation on Undocumented Migrants (PICUM) is a European network of over 160 organisations working to ensure social justice and human rights for undocumented migrants. We seek a world where human mobility is recognised as a normal reality, and where all people are guaranteed their human rights and have a dignified standard of living, regardless of migration status. With our network and partners, we research and advocate for evidence-based, holistic and humane responses to the realities of undocumented migrants and to people who want to come to Europe to work or for other reasons. We provide a platform to engage policy-makers and the public at the international, European, national, and local levels. Our work is grounded in principles and values of social justice, anti-racism and equality. We apply an intersectional lens to our work, recognising overlapping systems of oppression that affect people with insecure residence status, and are committed to strengthening participation of people with lived experience in our work. Member organisations include human rights organisations, migrants’ rights organisations, migrant-led and grassroots organisations but also organisations focusing on children’s rights, women’s rights, access to health care, legal aid and access to justice, trade unions, and faith-based organisations.

  • It's going to be five long years... In written answers to questions posed by the European Parliament, Commissioner-designate for Internal Affairs and Migration Magnus Brunner set out an approach to migration that follows the same trite script: stronger border controls, quicker deportations and more criminalisation. Key intentions include: 📌 new legislation to speed up deportations 📌 triple Frontex staff, bringing it to 30,000 officers 📌 new partnerships with third countries against irregular migration 📌 strike a deal on the new Facilitation Directive, which risks leading to more criminalisation of migration and of solidarity with migrants 📌 new Visa Policy Strategy to leverage visa policy to pressure third countries into cooperating on deportations Limited references to regular routes and work permits seem more like a plaster on the massive wounds that EU migration policies are inflicting on people. Migration is human and is part of how our societies grow and thrive. We need Europe to start recognising this and put in place systems to let people move and settle in safety and dignity.   • Instead of wasting millions in inhumane and absurd hubs outside the EU, let's invest in a Europe that welcomes and cares for all people. Late last week, a Rome court ordered Italian authorities to bring 12 asylum-seekers held in Albania back to Italy, so their asylum claims can be examined there. Aside from highlighting how this whole system is a logistical and financial nonsense, this ruling shows it’s also and more importantly a cruel system that breaches international and EU law and puts people at risk of being abused with no clear options to get justice and remedies. We hope this ruling will be a wake up call for all those EU leaders who just last week were praising the Italy-Albania deal and supporting deportation hubs outside the EU.   • We need leaders who can chart a bright future for an open and kind Europe. But today's European Council only gives us anger, fear and despair. The string of declarations by Europen leaders gathered by POLITICO Europe is a choir singing the same sad litany of miseries: close the borders, push people back, lock people up inside and outside Europe, deport people - even to places of harm and death. This is not the Europe we want: angry, scared and miserable. We want to live in a Europe that is open and kind to (new) people, and looks with hope to a future where we can all thrive together. And this Europe is still alive. We see it in over 500,000 people asking to grant residence permits to undocumented people in Spain. We see it in over 600,000 people asking to make it easier for people to get citizenship in Italy. We see it in doctors and teachers, librarians, unions and churches resisting obligations to denounce undocumented people to immigration authorities in Sweden. We see it in trade unions fighting for the rights of migrant and all workers. We see it in anti-racist demonstrations in European cities. We see it in the daily work of countless groups, from grassroots associations to Brussels NGOs, working tirelessly to make Europe a better place for everyone.   • Von der Leyen has just called for "return hubs" outside the EU. Only days after media exposed what such a thing does in Turkey. Last week, investigative journalists at Lighthouse Reports and partner publications have exposed how the EU is paying Turkey millions of euros to detain and deport Syrians and Afghans to places of harm. While locked in EU-funded removal centres, men, women and children face torture and abuse, and are then forcibly deported to sometimes deadly conditions – with EU senior officials being in full knowledge of this abusive system. Only days after this investigation was made public, the President of the European Commission sent a letter to member states where it calls for "return hubs" to be established outside the EU. And encourages member states to "draw lessons" from the Italy-Albania deal on the externalisation of migration management.   • Being undocumented brings its own mental health burden. Think about the impact of poverty, exclusion, re-traumatising migration procedures, detention or the constant fear of being deported. In addition to these very taxing experiences, undocumented people also face barriers to health care, including mental health care. If we're serious about improving things, we must recognise and address the mental distress that comes with being undocumented, and promote resilience.   • ❤️ "We help migrants and we won't hide it" - in the Basque country, people show us the pride in helping others while facing trial in court. Every two years in March, traditional race Korrika links the Basque cities of Irun (Spanish side) and Hendaye (French side). This year, a dozen organisations helped 36 migrants participate in the race and so reach France. Seven months later, on October 2, seven people were summoned to the Bayonne police station, where they were held in custody for several hours before being released. That's when they found out they were being investigated for "aiding the entry and stay of people in an irregular situation," in an "organized gang". This latest case shows us once again how many European governments are ready to put people in courts and jails simply because they helped other people coming from outside the EU. In 2023, at least 117 people faced judicial proceedings in the EU for helping migrants. This must stop. Solidarity should be celebrated, not criminalised.   • One year since the start of the war in Gaza, the Israeli-Palestinian conflict continues to impact the work of our members - in the Middle East and in Europe. In our new briefing, we gather accounts, in members' words, of their responses and perspectives. This is just a snippet of what you can find in the briefing: 💚 In Belgium, CIRÉ asbl has denounced abusive practices of the Immigration Office, namely the withdrawal of Belgian nationality from children born in Belgium to Palestinian parents and the refusal to grant family reunification on this basis. 💚 In Germany, the Refugee Council of Lower Saxony has been calling for visa-free stay to all Palestinians living in Germany after their original visa expires. 💚 In Israel, Kav LaOved - Worker's Hotline supports Palestinian workers affected by the ban to work in Israel. 💚 In Italy, health care grassroots organisation NAGA has been calling for a boycott of medications produced by the Israeli company TEVA and its subsidiary Rathiopharm. 💚 In Spain, Accem launched the "Gaza project" to assist people displaced from the war in Gaza to find a safe place and care in Spain. 💚 Many have issued or joined petitions calling for a ceasefire and for the respect of international humanitarian and human rights standards in Gaza. ❤️ A big thank you to all the PICUM members who generously shared their organisation’s experiences, perspectives and actions, and who continue to do important work to support individuals and call out injustice. 📖 Read the full briefing on https://lnkd.in/d2eUPysB
