Desde la Oficina del Parlamento Europeo en España, hemos organizado una jornada de "Formación sobre Procedimiento Legislativo Europeo", para dar luz sobre el proceso de tramitación de una normativa, desde que los expertos hacen una evaluación técnica previa al servicio de los legisladores, hasta que entra en vigor en España. La jornada ha comenzado con una introducción sobre la nueva legislatura, a cargo de Julia Borque, relaciones públicas de la Oficina del Parlamento Europeo en España, y Raquel García Llorente, investigadora del Real Instituto Elcano, que ha explicado algunas las prioridades políticas de la UE. A continuación, Josefina Capdevila, analista política en European Parliamentary Research Service - https://lnkd.in/dS3XZVad, ha detallado el procedimiento legislativo europeo, con especial hincapié en el papel del Parlamento Europeo. Además, ha dado algunas claves sobre transparencia y explicado cómo funciona el programa de Better Regulación - https://lnkd.in/d957i5qz -, orientado a que la legislación se construya sobre evidencias, que sea accesible y que implique a la ciudadanía, las empresas y las partes interesadas en el proceso de formulación de políticas. Precisamente para abordar la participación en procesos legislativos, hemos contado con Juan Alfonso Herrero Pascual, vocal de asuntos europeos de la Asociación de Profesionales de las Relaciones Institucionales (APRI), que ha dado algunas pautas sobre cómo pueden las organizaciones participar en estos procesos legislativos. Las periodistas Leonor Pérez Álvarez e Irene Larraz, de Newtral, han explicado el proyecto #EuropaEnelCongreso de la Oficina del Parlamento Europeo en España, en colaboración con Newtral, sobre el seguimiento de la aplicación de la legislación Europea en España. Un proyecto gracias al cual se ha podido poner la cifra de legislación española tramitada por Las Cortes y que deriva de legislación Europea, en concreto, un 53% en los últimos 5 años. Una cifra mucho mayor si incluyéramos los Reglamentos de aplicación directa que no necesitan tramitación parlamentaria. La clausura de la jornada ha corrido a cargo de María Canal Fontcuberta, jefa de prensa de la Representación Permanente de la European Commission en España, que ha hecho referencia a las mejoras planteadas por Ursula von der Leyen en materia de Better Regulation para esta nueva legislatura.
