SHAPEDEM-EU is an EU-funded project that aims to rethink, reshape & review EU democracy support policies in its Eastern and Southern Neighbourhoods. The 12 consortium partners are academic, think tank & civil society institutions from Europe and its Neighbourhoods. The project has 3 main research objectives: 🔴 Conceptualise democracy & democracy support as social practices. 🟠 Analyse democracy support & contestation practices in the Neighbourhoods. 🔵 Develop policy recommendations to encourage a more effective EU democracy support toolkit. The country case studies selected are: 🧭 Eastern Neighbourhood: Armenia, Georgia and Ukraine. 🧭 Southern Neighbourhood: Lebanon, Palestine and Tunisia. SHAPEDEM-EU 2nd Annual Progress Meeting, Barcelona 30 September - 2 October, 2024. Thank you to our wonderful hosts and lovely colleagues at CIDOB (Barcelona Centre for International Affairs) for providing the perfect ambiance for some very nuanced and important discussions throughout these days, in particular Julia Pamias Carme Colomina Saló, Moussa Bourekba, Oriol Farres, Héctor Sánchez Margalef, Pol Bargues and Inés Arco Escriche (安旖旎). Thank you also to our European Commission Policy Officer Ilona von Bethlenfalvy who joined us online earlier this morning and shed light on the reflections in Brussels on our ongoing research and empirical work. Thanks also to our coordinators Andrea Gawrich and Fabian Schöppner for all the hard work they have been putting into continuing to bring us together in spite of all the odds we have been facing, especially the war contexts in Ukraine, Palestine and Lebanon. Heartfelt thanks also go to our American University of Beirut colleagues Karim Makdisi and Jamil Mouawad for joining us (also online) in spite of the terrible situation in Lebanon. SHAPEDEM-EU held its 2nd Annual Progress Meeting hosted by CIDOB (Barcelona Centre for International Affairs) in Barcelona, 30 September -2 October 2024. It brought many consortium members together, in person and online, to discuss the challenging situations in the EU neighbourhoods, especially in the context of the war in Ukraine, Palestine and now Lebanon. Michelle Pace & Christian Achrainer offered their conceptual visions on the practice of democracy, focusing on democracy learning loops & communities of practice. We then applied it to the realities of both neighbourhoods together with Aijan Sharshenova Anna Osypchuk, Ph.D., Anton Suslov, Nona Mikhelidze, & Christina Pitalskaia; while Jamil Mouawad, Karim Makdisi, Amine Ghali, Zouhour Ouamara & Maria Louisa Fantappie examined its application in the south. Magda Gora Moussa Bourekba Andrea Gawrich, Fabian Schöppner Héctor Sánchez Margalef, Ines Arco & Pol Bargues from CIDOB (Barcelona Centre for International Affairs) offered their views on #EU and #Non-EU actors in the region. it has been super-productive & intense discussions yielding a lot of food for thought! Food for the body in the form of the amazing hospitality of CIDOB (Barcelona Centre for International Affairs) could not be surpassed by any account! Massive thanks to all the organisers, coordinators and everyone involved! SHAPEDEM-EU is a consortium of 12 research, policy and civil society institutions set out to rethink, reshape, and review the EU’s democracy promotion policies, while elaborating and pilot testing a novel model of a Democracy Learning Loop. The project is funded by the European Union under the Horizon Europe funding framework.

Democracy and War in Palestine and Ukraine: What Role for the European Union? Date: 30 September 2024 Time: 18:30 hours CET Two devastating conflicts are shaking the European Union’s Southern and Eastern neighborhoods: the full-scale invasion of Ukraine and the brutal war in Gaza. In Ukraine, Russia’s invasion has caused widespread destruction, displacing over 6 million people and killing more than 10,000 civilians, threatening the country’s sovereignty. In Gaza, Israeli military operations have killed over 41,000 Palestinians, mostly civilians, leaving nearly two million displaced in dire humanitarian conditions. As both wars continue and the prospects for peace remain distant, democracy support seems to have taken a backseat, with immediate security concerns dominating the agenda. How effective is the EU’s democracy support in the war-torn regions in its eastern and southern neighbourhoods? How has the EU's approach to these neighbourhoods adapted in response to these ongoing crises?
