The Canadian Journal of Emergency Management (CJEM) is a forum for Canadian emergency managers in the form of an open access, academic-style journal. It's an opportunity for Canadian emergency managers and scholars to examine the profession, industry issues and practices, and environment-specific hazards, threats, experiences and knowledge. Founded by practitioner Simon Wells and scholar Dr. Justin Veuthey, we publish peer-reviewed, open-access journal issues in both official languages semi-annually.   • 📢 Bienvenue à la RCGU, Johanne Baril !📢 Johanne Baril est une partenaire de vie dévouée, une mère de trois enfants et une dirigeante communautaire engagée. Tout en appréciant le temps passé avec ses proches, elle promeut activement le développement durable dans sa communauté et dans tout le nord-est de l'Ontario.    Sa carrière a débuté dans le domaine des communications au sein des Forces armées canadiennes. Au cours de ses douze années de service, elle a été décorée pour ses contributions lors de l'opération Deliverance en Somalie (1992) et de l'opération Recuperation (tempête de verglas de 1998), et a reçu la Médaille de service des Forces canadiennes. Après son service, Johanne et son partenaire ont déménagé à Val Rita pour élever leur famille, un choix inspiré par les valeurs familiales et l'équilibre entre la vie professionnelle et la vie privée. L'une de ses citations préférées est la suivante : « Réjouissez-vous avec votre famille dans le beau pays de la vie ! ». - Albert Einstein.    Johanne effectue actuellement son troisième mandat en tant que maire de la municipalité de Val Rita-Harty. Elle préside également le Northeastern Community Network (NeCN) et siège au conseil consultatif du Northern Policy Institute. Auparavant, elle a présidé la Northeastern Ontario Municipal Association (NEOMA), a siégé au Northern Ontario Transportation Task Force et a occupé d'autres postes dans les secteurs de l'énergie renouvelable, du développement économique et des services sociaux.    En tant que Franco-Ontarienne homosexuelle, Johanne milite pour l'acceptation des diverses identités et orientations de genre, en promouvant l'égalité, l'inclusion et l'acceptation. Bien qu'elle ne soit pas autochtone, elle reconnaît les injustices historiques et actuelles à l'égard des peuples autochtones et prône l'apprentissage, la compréhension et le respect. Enfin, elle croit en une large consultation et en une action collective, où les différentes voix sont entendues et où les succès sont partagés.

  • 📢 Welcome to CJEM, Johanne Baril! 📢 Johanne Baril, CD is a devoted life partner, mother of three, and committed community leader. While cherishing time with loved ones, she actively promotes sustainable development in her community and across Northeastern Ontario.    Her career began in communications with the Canadian Armed Forces. During her twelve years of service, she was decorated for her contributions during Operation Deliverance in Somalia (1992), Operation Recuperation (1998 Ice Storm), and received the Canadian Forces Service Medal. After her tenure, Johanne and her partner moved to Val Rita to raise their family, a choice inspired by family values and work-life balance. One of her favorite quotes is, “Rejoice with your family in the beautiful land of life!” – Albert Einstein.    Currently, Johanne is serving her third term as Mayor of the Municipality of Val Rita-Harty. She also chairs the Northeastern Community Network (NeCN) and serves on the Northern Policy Institute’s Advisory Council. Previously, she chaired the Northeastern Ontario Municipal Association (NEOMA), sat on the Northern Ontario Transportation Task Force, and held other positions in the renewable energy, economic development, and social services sectors. As a queer Franco-Ontarian, Johanne advocates for the acceptance of diverse gender identities and orientations, promoting equality, inclusion, and acceptance. Although non-Indigenous, she acknowledges the historical and ongoing injustices toward Indigenous Peoples and advocates for learning, understanding, and respect. Ultimately, she believes in broad consultation and collective action, where diverse voices are heard and success is shared.   • 🗣 Over the past year, we’ve been fostering collaboration between various emergency management stakeholders supported by the Government of Canada’s Mobilizing Insights in Defence and Security (MINDS) program. The MINDS program aims to enhance policy-making and decision-making by incorporating diverse viewpoints and expert advice. Through the recent activities of four webinars, and a policy workshop discussion, it has prepared us to understand what is required to move forward. Thanks to the partnerships with Avert, the Institute for Peace & Diplomacy, the DRI Canada (Disaster Recovery Institute), and dmg events, we’ve made significant strides in advancing community resilience within the emergency management ecosystem. This partnership is not just about addressing today’s challenges but also building a stronger, more prepared future for Canada.   • 🗣 Au cours de l'année écoulée, nous avons favorisé la collaboration entre divers acteurs de la gestion des urgences, avec le soutien du programme MINDS du gouvernement canadien. Ce programme vise à améliorer l'élaboration des politiques et la prise de décision en intégrant divers points de vue et conseils d'experts. Grâce aux activités récentes de quatre webinaires et d'un atelier de discussion sur les politiques, il nous a préparés à comprendre ce qui est nécessaire pour aller de l'avant. Grâce aux partenariats avec AVERT, l'Institute for Peace & Diplomacy, le Disaster Recovery Institute of Canada et DMG Events, nous avons fait des progrès significatifs dans la promotion de la résilience des communautés au sein de l'écosystème de la gestion des urgences. Ce partenariat ne vise pas seulement à relever les défis actuels, mais aussi à construire un avenir plus fort et mieux préparé pour le Canada.   • On behalf the Canadian Journal of Emergency Management (CJEM), we want thank all the participants joining us today on the first day of the Canadian Emergency Preparedness and Climate Adaptation Convention. Many workshop participants travelled from across Canada, and we are incredibly thrilled to have such a diverse group of experts in the room with us today. This demonstrates a shared commitment to advancing the field of emergency management. Input from today's session will contribute directly to CJEM’s second think tank report, which will be submitted to the Department of National Defence to inform research and drive meaningful policy changes in the areas of emergency preparedness and national security. This workshop is a collaboration between the Canadian Journal of Emergency Management (CJEM), CEPCA, and funded by the Department of National Defense through the Mobilizing Insights in Defense and Security (MINDS) grant.
