  • Canada’s Next Temporary and Permanent Resident Immigration Levels Plan 2025-2026-2027 “We are reducing our permanent resident targets. Compared to last year’s plan, we are: reducing from 500,000 permanent residents to 395,000 in 2025 reducing from 500,000 permanent residents to 380,000 in 2026 setting a target of 365,000 permanent residents in 2027 Specifically, compared to each previous year, we will see Canada’s temporary population decline by 445,901 in 2025 445,662 in 2026 a modest increase of 17,439 in 2027 Other measures from the 2025-2027 Immigration Levels Plan include the following: - Transitioning more temporary residents who are already in Canada as students and workers to permanent residents. Representing more than 40% of overall permanent resident admissions in 2025, these residents are skilled, educated and integrated into Canadian society. They will continue to support the workforce and economy without placing additional demands on our social services because they are already established, with housing and employment. - Focusing on long-term economic growth and key labour market sectors, such as health and trades. - Permanent resident admissions in the economic class will reach 61.7% of total admissions by 2027. - Strengthening Francophone communities outside Quebec and supporting their economic prosperity.   • New PGWP Eligibility Requirements: Important Update If you're applying for a Post-Graduation Work Permit (PGWP), here are the new requirements based on when you submitted your study permit application: For study permits submitted BEFORE November 1, 2024: - Bachelor’s, Master’s, or Doctoral Degree Graduates: Language Requirement: CLB 7 in English or NCLC 7 in French for all 4 language areas. - Other University Graduates: Language Requirement: CLB 7 in English or NCLC 7 in French for all 4 language areas. - College or Other Program Graduates: Language Requirement: CLB 5 in English or NCLC 5 in French for all 4 language areas. For study permits submitted ON or AFTER November 1, 2024: - Bachelor’s, Master’s, or Doctoral Degree Graduates: Language Requirement: CLB 7 in English or NCLC 7 in French for all 4 language areas. Field of Study: All fields are eligible. - Other University Graduates: Language Requirement: CLB 7 in English or NCLC 7 in French for all 4 language areas.     Changes to the Post-Graduation Work Permit (PGWP), Open Work Permits for Spouses of International Students and Workers, and Reduced Study Permit Caps Study Permit: Master’s and doctoral students will be required to submit a Provincial or Territorial Attestation Letter (PAL), with approximately 12% of study permit spaces reserved for these students, starting with the 2025–2026 intake. Post-Graduation Work Permit (PGWP): - Graduates from public college programs will continue to be eligible for a PGWP of up to three years if their field of study is linked to long-term occupational shortages. - Applicants for the PGWP must meet language proficiency standards, with CLB level 7 for university graduates and CLB level 5 for college graduates. This requirement will take effect on November 1, 2024. Open Work Permit for Spouses - Eligibility will be restricted to spouses of master’s students in programs of at least 16 months, - Spouses of foreign workers, including PGWP holders, will only be eligible if the worker is in a management or professional occupation or works in a sector experiencing labour shortages. These two changes are set to take effect later this year. These measures aim to reduce the proportion of temporary residents from 6.5% to 5% of Canada’s total population, as outlined in the 2025–2027 Immigration Levels Plan, which will be released by November 1, 2024.
