The Natural Disaster Fund (NDF) addresses a critical market gap in climate risk insurance value chains in two ways: by providing committed risk capacity to support risk aggregators, and offering catalytic grant funding for parametric risk transfer projects. At the #IICI2024 in Kathmandu, Kay Tuschen facilitated an insightful panel with prominent voices from the industry, highlighting how NDF channels donor risk capital into integrated risk management programs that protect climate-vulnerable communities. Managed by our Global Parametrics team, the NDF is a public-private partnership funded by UK and German governmental entities. The NDF shares risks with Hannover Re to provide risk capacity for parametric solutions that foster climate and NatCat resilience for poor and vulnerable communities in low-and-middle-income countries across the Global South. How can a publicly capitalised risk transfer facility like the Natural Disaster Fund contribute to addressing the issue of insurability? That was the question for me and my stellar panel (Rajeswari Gorana, Mahila Housing Trust; Stefan W. Hirche, KfW; Daniela Zimmermann, Hannover Rück-Gruppe; only missing Mohammad Faizan Huq of Howden) yesterday at the ICII in Nepal 🇳🇵. The answer is of course not a simple one but two points stood out: - The NDF TA facility provides catalytic grant funding for parametric risk transfer projects. Working closely with partners that help translate risks of target communities and who invest into integrated risk management including DRR and adaptation keeps risks understandable and manageable. - The NDF addresses an important market imperfection in climate risk insurance value chains. It provides reliable and efficient risk capacity to risk pools, microinsurers, MFIs, humanitarians and other aggregators of risk. Central France battles to recover from torrential rains that brought major flooding. The disaster exposes the vulnerability of European nations to extreme weather and climate risk. French weather agency METEO FRANCE informed that as much as 700 millimetres of rain fell in 48 hours in areas in the southern regions of Ardèche and Lozère. The CelsiusPro visualisation uses NASA’s Integrated Multi-satellite Retrievals for GPM (IMERG) data to show the rainfall totals over the event. Only about a quarter of climate-related catastrophe losses are insured in the EU, states a paper (https://lnkd.in/eixXSiDF) by the European Insurance and Occupational Pensions Authority (EIOPA). Potential flood losses could exceed €33 billion in one year alone (https://lnkd.in/eSMk5uMF), according to a study published by the European Commission's Joint Research Centre. As communities in France face the aftermath, swift cash relief becomes crucial for recovery. Parametric insurance leverages satellite data to provide prompt payouts regardless of physical damage.
