  • Fertilisers are among the many products that have drawn attention during this year’s trade war. According to Global Trade Alert data, governments have introduced nearly 𝟲𝟱𝟬 𝘁𝗿𝗮𝗱𝗲 𝗽𝗼𝗹𝗶𝗰𝘆 𝗶𝗻𝘁𝗲𝗿𝘃𝗲𝗻𝘁𝗶𝗼𝗻𝘀 affecting fertilisers over the past decade. Around 𝟴𝟬% of these measures have been restrictive. A closer look at the numbers: • Interventions 𝗽𝗲𝗮𝗸𝗲𝗱 𝗶𝗻 𝟮𝟬𝟮𝟮 with 86 harmful and 27 liberalising measures. • China has introduced 126 harmful trade interventions over the last decade, 𝗺𝗼𝗿𝗲 𝘁𝗵𝗮𝗻 𝗮𝗻𝘆 𝗼𝘁𝗵𝗲𝗿 𝗰𝗼𝘂𝗻𝘁𝗿𝘆.     The U.S. Department of the Treasury’s report on “Discriminatory and Extraterritorial Tax Measures” is due this week, following the Trump administration’s January memorandum reviving Section 301 investigations into digital services taxes (DSTs). If tariffs are reinstated, up to $𝟱 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 in trade could be affected, with France, the UK, and Turkey being most exposed. Since 2019, US imports of targeted products from these countries have increased significantly: France (+𝟳𝟮% to ~$2.2 billion), the UK (+𝟯𝟬% to ~$1.2 billion), and Turkey (+𝟭𝟭𝟴% to ~$675 million). When similar tariffs were considered in 2020, they were suspended as part of a broader tax compromise between the US and several governments. That arrangement is no longer in effect after a memorandum by the current US administration unravelled the 2021 compromise. The measure takes effect on 𝟭𝟯 𝗠𝗮𝗿𝗰𝗵 𝟮𝟬𝟮𝟱 and applies to 𝟱𝟯𝟵 𝗽𝗿𝗼𝗱𝘂𝗰𝘁 𝗰𝗮𝘁𝗲𝗴𝗼𝗿𝗶𝗲𝘀 at the 8-digit HS level, including steel, aluminium, tools, computers, servers, display monitors, sports equipment, and cast-iron products. According to the Canadian government, the total value of affected imports is CAD 29.8 billion (USD 20.74 billion), with steel and aluminium alone accounting for CAD 15.6 billion (USD 10.85 billion).     𝗧𝗵𝗲 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗨𝗻𝗶𝗼𝗻 𝗮𝗻𝗻𝗼𝘂𝗻𝗰𝗲𝘀 𝗰𝗼𝘂𝗻𝘁𝗲𝗿𝗺𝗲𝗮𝘀𝘂𝗿𝗲𝘀 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝘁𝗵𝗲 𝗨𝗦 𝘀𝘁𝗲𝗲𝗹 𝗮𝗻𝗱 𝗮𝗹𝘂𝗺𝗶𝗻𝗶𝘂𝗺 𝘁𝗮𝗿𝗶𝗳𝗳𝘀 Today, the European Commission announced countermeasures against the additional 25% import tariffs imposed by the United States on steel, aluminium and derivative products. According to the Commission, the countermeasures will be introduced in two steps. 1️⃣ 𝗦𝘁𝗲𝗽 𝗼𝗻𝗲 ⁠⁠⁠• The Commission will reintroduce tariffs on certain US products, including vegetables, clothing, and tobacco goods, among others. These tariffs were originally imposed in 2018 and 2020 but were later suspended in 2021. The suspension will end on 31 March 2025 and the tariffs enter into force on 𝟭 𝗔𝗽𝗿𝗶𝗹 𝟮𝟬𝟮𝟱. ⁠⁠⁠ • The tariffs will apply to 343 products and range from 𝟰.𝟰% 𝘁𝗼 𝟱𝟬%, depending on the product. 2️⃣ 𝗦𝘁𝗲𝗽 𝘁𝘄𝗼 • The Commission will begin the process of implementing a new set of countermeasures. The proposal includes new additional tariffs targeting 1'708 products imported from the United States. • These products include steel, aluminium, textiles, leather goods, home appliances, house tools, plastics, wood products, poultry, beef, seafood, nuts, eggs, dairy, sugar and vegetables. • The consultation process is expected to conclude on 26 March 2025 and the implementation of the regulation is expected in 𝗺𝗶𝗱-𝗔𝗽𝗿𝗶𝗹 𝟮𝟬𝟮𝟱. Administered by the Industrial Bank of Korea, the fund will support national high-tech strategic technologies such as semiconductors, secondary batteries, biotech, robotics, and quantum technology through loans and capital injections. An Executive Order issued on 6 March 2025 exempts these goods from tariffs introduced on 4 March 2025. 𝗧𝗵𝗲 𝗲𝘅𝗲𝗺𝗽𝘁𝗶𝗼𝗻 𝘁𝗮𝗸𝗲𝘀 𝗲𝗳𝗳𝗲𝗰𝘁 𝗼𝗻 𝟳 𝗠𝗮𝗿𝗰𝗵 𝟮𝟬𝟮𝟱. According to the U.S. tariff schedule under the USMCA, the U.S. provided preferences for a total of 5’394 six-digit HS codes.
