Que va changer le nouveau retrait américain de l'Accord de Paris ? Il y a d'abord ce qui ne changera guère, pour la transition énergétique des Etats-Unis : * La part des énergies renouvelables dans le mix électrique américain, qui représente aujourd'hui environ 25%, continuera de progresser : c'est l'effet du marché. * Les permis d'exploitations pétrolières et gazières vont continuer à augmenter, mais il va être compliqué de "drill, baby, drill" davantage que Joe Biden, champion toutes catégories de l'octroi de ces permis. * Plusieurs dispositions de l'Inflation Reduction Act, bénéfiques pour l'économie américaine, devraient être maintenues. Le risque se trouve surtout dans l'effet de ce retrait sur la coopération internationale, à trois niveaux : 1. Le risque d’un effet domino. D'autres pays, comme l’Argentine - qui avait retiré ses délégués de la COP29 - suivront-ils ? Il faut rappeler que l’universalité est la pierre angulaire de l’Accord de Paris, la contrepartie de l’absence de limites contraignantes sur les émissions. S’il y avait un effet domino, non seulement l’universalité serait à terre, mais il y aurait un vrai schisme dans la coopération internationale. 2. Cette année est une année où les pays doivent revoir à la hausse leurs engagements, avant la COP30 en novembre. Si les États-Unis renoncent, ça va être difficile d’espérer un engagement renforcé de la part des autres… 3. Mais le risque le plus grand, je crois, c’est celui d’un engagement des États-Unis à géométrie variable, selon que le président est républicain ou démocrate. Parce que ça envoie un signal d’attentisme à toutes les forces économiques, ça bloque la transition. C’est pour ça que je n’avais pas sauté au plafond quand Biden avait fait revenir les États-Unis dans l’Accord de Paris : si on a ce mouvement de balancier, c'est un terrible signal d'immobilisme. Et c’est pour ça que l'Europe doit maintenant forger des alliances avec l’Inde et la Chine pour relancer la coopération internationale. Pas parce que c'est son devoir, mais parce que c'est son intérêt.
