The scale of finance required for climate mitigation and adaptation actions is substantial, underscoring the pivotal role of multilateral development banks (MDBs) in mobilizing finance and facilitating private sector participation. One of the key deliverables of COP29 Azerbaijan is to increase global climate finance and reach an agreement on the new collective quantified goal on climate finance. Last week I was part of a delegation led by Asian Infrastructure Investment Bank (AIIB) President Jin to meet with government, business, partner and media representatives in the UK, an important shareholder. These included Chancellor of the Exchequer Rt Hon Rachel Reeves, Bank of England Governor Andrew Bailey, HMT Director General for International Finance Lindsey Whyte, Foreign, Commonwealth and Development Office Minister for International Development Anneliese Dodds, and the 659th Lord Mayor of London, Michael Mainelli. We sat with Financial Times Editor Roula Khalaf and a retinue of senior editors including Martin Wolf and Alan Beattie; The Economist’s Rachana Shanbhogue and colleagues; and CNBC’s Tessa McCann. I also chatted with friend and former WSJ colleague Paul Hannon. We stopped by my alma mater EBRD to meet President Odile Renaud-Basso, my comms counterpart Richard Porter, and colleagues – including the ever-ebullient Nandita Parshad, whom I had not seen in 20 years and who just announced her retirement! We met with London-based members of our International Advisory Panel Nargiz Nasrullayeva and Ha-Joon Chang. And President Jin spoke at an event at ODI with CEO Sara Pantuliano, Deputy CEO and MD Hans Peter Lankes (another former EBRD colleague!) and Sarah Colenbrander. The message in each case was that the UK is a founding member and key partner of the AIIB, and that despite our relative youth (not quite nine years old) in the world of multilateral development banks, we are among the most innovative and impactful. AIIB President Jin Liqun met with ASEAN Secretary-General Dr. Kao Kim Hourn on the sidelines of the 44th and 45th ASEAN Summits and Related Summits in Vientiane, Lao PDR, yesterday. Attracting more investments toward the #climatetransition requires an environment that is conducive to lowering the cost of capital, improves returns on investment, and ultimately promotes the effective flow of capital. To contribute to coordinated international climate efforts, AIIB introduced an instrument in 2024—Climate-Focused Policy-Based Financing. Moving beyond project-by-project lending, this new instrument enables AIIB to support members in undertaking climate-positive policy reforms and scaling up climate finance.
