📚 Maike Kirsch , Policy Advisor, E3G 🚥🚥 This summer, South-eastern Europe saw electricity price spikes not experienced since the 2022 gas crisis, exposing a discrepancy between the region and the rest of the European Union. What drove these price surges was an interplay of dynamic factors. Heatwaves caused an increase in evening power demand and a reduction of hydropower production. 🗺️ Outages at nuclear power plants, interconnector flow issues, and an increase in exports to Ukraine added to the challenge. With little storage capacity for solar energy, gas generation, which saw higher running costs due to increased fuel costs, was ramped up as a result. The complex situation leaves stakeholders in the region and Brussels searching for solutions.. 🛢️ The price spikes already made it onto the agenda of EU energy ministers last month, but this week’s meeting of the Central and South-Eastern European Energy Connectivity (CESEC) Initiative was the one that can really drive regional cooperation and structural solutions. The recent electricity price spikes are a wake-up call to speed up collaboration on energy infrastructure, market integration, and the diversification of renewable sources. The German government has unveiled a large aid plan to reduce electricity prices hitting an industry which has been in difficulty for several months. ↔️↕️ They're planning to make the changes through tax cuts and subsidies up until 2028. 🛃 This scheme, which will likely cost "up to €12 billion" next year alone, aims to "considerably reduce the electricity tax" for the manufacturing sector, by reducing it from 1.537 cents per kilowatt hour (kWh) to a minimum of 0.05 cents per kWh, according to a press release from the government. ⚙️ The plan is currently scheduled “until 2025”, they say - and the reduction could be extended “for three years”. 🔦 The companies that consume the most energy and "face the most international competition" will also benefit from the extension "for five years" of measures allowing them to offset part of their costs linked to the pollution rights markets. 🎯 “The government is massively relieving the manufacturing industry of its electricity costs,” German Chancellor Olaf Scholz announced via a press release. 💡💡 This announcement comes after weeks of intense discussions between manufacturers, unions and the government 🕳️↗️ The future of industry, a pillar of the German model, has raised countless questions across the country. ❓📈 Germany, which has for years depended on cheap Russian gas, had to do without that particular resource since the start of the conflict in Ukraine early last year. ↪️ Since then, manufacturers have experienced particularly high electricity prices - among the highest in Europe. ↪️ Highly energy-intensive activities are still struggling to regain their pre-war production levels, threatening relocation out of Germany. 🔍🔎 In the midst of this situation, Vice-Chancellor and Minister of Economic Affairs and Climate Action Robert Habeck has been calling for several months for the establishment of a price ceiling - by means of a massive subsidy for the most consuming industries. 🖇️🖱️ The German government predicts a recession - or a decline in GDP - of 0.4% this year. 🕳️Coal-fired power stations can enjoy continued state support in the EU thanks to a controversial exemption in the revised EU electricity market regulation, the result of a political agreement struck just hours after a global agreement to transition away from fossil fuels. EU lawmakers have agreed to include a coal exemption in the reformed electricity market, which will allow member states to keep subsidising old power plants by 2025. The deal was reached in the evening of December 13 2023, following EU inter-institutional negotiations, in Strasbourg, to reform the Electricity Market Design (EMD). Introduced by Poland and backed by Bulgaria and France, the European Parliament caved into the pressure as it had initially refused such an exemption, but after ten hours of negotiations, MEPs and energy ministers finally agreed to include an “exceptional” coal derogation from the application of the CO2 emission limit for existing capacity mechanisms. The exemption at stake is for capacity mechanisms, EU jargon for national schemes to subsidise convention power generation capacity which guarantees resilience in the security of supply. The exemption, valid until the end of 2028, was criticized by Climate Action Network (CAN) Europe ,which said the decision could encourage other member states to follow suit. “Rewarding the inaction of member states that are failing to diversify and decarbonise their energy mix, by allowing again to extend the life of coal plants sets a dangerous precedent for other countries to follow,” said Marta Anczewska , Energy System Policy Expert at Climate Action Network (CAN) Europe . Leading the file in Parliament, MEP Nicolás González Casares told a press conference today that the subsidies for coal were a “bitter pill to swallow”. He said countries benefiting from aid for coal will need to submit a plan to the European Commission with a decarbonisation timeline to find a way to offset the emissions caused by coal power plants. “It’s not that Europe has abandoned its commitment to reduce emissions.
