I would determine the most critical skills or experience the client is seeking. Then identify the exact areas where the candidate's qualifications fall short. Lastly, I would assess the candidate's willingness and ability to learn and develop. Sometimes relevant experience can outweigh a qualification but if it's an essential qualification, then I wouldn't submit a candidate that doesn't have it.

I'm unsure why anyone would share candidates who are not qualified for consideration in the 1st place? Seems counterintuitive and a good way to not retain the business, in my opinion.
