Democracy Reporting International is a not-for-profit organisation based in Berlin, free of any political, religious, partisan, or national affiliation. We are both a think tank, seeking solutions to complex political transitions, and a project partner to national decision makers and citizens who want to drive change in their countries. We focus on key policy areas where the state is accountable to its citizens: constitutions, elections, and parliaments. We work closely with civil society, which has a unique mandate to provide the nexus between the state and organised public interests. We target our analysis and support at key junctures in legislative and political processes, when we can make a difference. Our vision is a world of informed citizens who use their power to elect governments, who are involved in politics, who insist that governments serve their interests, and who act in the defence of open, accountable, and representative democracy - a world of citizens, not subjects.

✉ The open letter #EUCivicSpaceNow, initiated by Civil Society Europe and backed by 415 civil society organisations —from 26 Member States and 4 EU candidate countries— is addressed to the upcoming Polish, Danish, and Cypriot Presidencies of the Council of the European Union, as well as the Presidents of the European Commission and the European Parliament. The letter outlines concrete actions to promote democracy, enable, support and protect civil society, strengthen civil dialogue and protect human rights amid growing concerns over the erosion of democracy in the EU. Dr. Philipp Darius Dr. Julian Jaursch, we are calling on the European Commission (EC)👇 We urge the EC to issue clear, comprehensive guidelines under Article 40(12) of the Digital Services Act (DSA). Currently, the fragmented, case-by-case approach to data access leaves researchers, civil society organisations, and independent experts struggling to navigate inconsistent processes. The EC should issue guidelines that, at least: ☑️ Clarify eligibility criteria for access to publicly available data, ensuring the conditions are mindful of the unique structures of civil society organisations and independent researchers ⏳ Set timelines for platforms to respond to requests 🔒 Define data protection requirements based on the sensitivity of data 📋 Create a unified process across platforms, simplifying applications 💸 Note that access under Article 40(12) should be free of charge ⚖️ Clarify the legal status of public interest data scraping 🤝 Establish ways to resolve disputes between researchers and platforms This guidance would benefit both researchers and platforms, creating a more transparent and accountable digital ecosystem.
