🚨 Emergency response professionals, this is your call! 🚑 In the context of rescEU EMT we are conducting a survey to gain insights on how emergency response capacities manage solid waste in sudden onset disasters when local waste collection and disposal infrastructure is unavailable. We want to learn from existing emergency response capacities and identify best practice in this area. 🌍 State-of-the-art patient record system for rescEU EMT 👩💻 For rescEU EMT, ICCAS - Innovation Center Computer Assisted Surgery of the Leipzig University is currently developing together with experts of our consortium the EMT Operating System EOS, a common electronic patient record system for all rescEU EMT capacities. Such a patient record system is a medical device that must be certified according to medical device regulations, and in addition, applicable data protection law must be strictly adhered to. In addition, all patient data must always be available for treatment preferably on electronic devices such as tablet PCs. Furthermore, it is our requirement that both the daily reporting of data to the EMTCC in accordance with the WHO minimum data set and the complete patient data must be able to be transferred when the patient is referred to a local hospital. For data import, we rely on the standard HL7 FHIR, so that, for example, data from external sources can be automatically added to the patient record. After the launch at rescEU EMT, our medium-term goal is to provide rescEU EMT EOS as a standard application to other interested EMTs free of charge. #rescEU #EMT #EUCivPro #unitedinaction

🌍Training rescEU EMT Capacities for Effective Disaster Response 🚑 rescEU EMT capacities play a critical role in providing life-saving care in the aftermath of disasters and emergencies. To ensure that these capacities can effectively respond to the complex and rapidly changing conditions that arise during disaster situations, it is essential to provide them with regular training and exercise opportunities. The training initiatives - developed with the support from KSK - Krisenmanagement, Sicherheitsplanung, Katastrophenschutz and Die Krisenplaner - within the rescEU EMT framework are designed to build specific knowledge and skills tailored to the unique challenges faced in disaster response. By leveraging the existing training that various components have received within their own organizations and countries, we aim to enhance interoperability at all levels — technical, leadership, coordination and organizational culture. While most EMT staff have received relevant operational training, the focus of the rescEU EMT education, training, and exercises is to strengthen and ensure proper interoperability among the different components. The program will avoid duplication of training efforts, such as those provided by the UCPM training program, while ensuring that key connections, structures, roles, and responsibilities are clearly understood. 🔍 Exciting first steps in Staff Recruitment! 🚀 This week, our rescEU EMT consortium gathered for an insightful workshop where we dove deep into the nuances of our team structure, Terms of Reference (ToR), and the overall staff recruitment strategy. We had constructive conversations about the balance between utilizing volunteer support and use governmental professionals. Each option has its own advantages and it was beneficial to explore how they can complement one another to enhance our operational efficiency. We were able to identify the best practices and leverage our collective expertise by having our partners present the existing structures from their respective institutions. In a deployment it is also important to involve local staff, as they bring invaluable insights and connections that are crucial for our success. We believe that integrating local expertise not only enhances our effectiveness but also promotes community engagement and ownership. Once the strategy has been finalised, our consortium partners will start with the recruitment process. Currently, we are working on the profiles for the specific expert qualifications we need, with the aim of attracting talent that aligns with our vision and values. 🚨 Understanding the deployment strategies of rescEU EMT capacities: embedded, coupled, and self-sustained 🚨 To complete our LinkedIn post series on the three different deployment strategies of our rescEU EMT capacities, today we would like to introduce you to the last of the three possible options: the deployment as a self-sustained capacity. 🔹 Location: Self-sustained capacities operate with a high degree of independence. Self-sustained deployment doesn't necessarily mean that a capacity is deployed alone somewhere in the field, but rather that the capacity can function independently, if required, without relying on other facilities or capacities to be able to provide its service. Its self-sufficiency ensures that it can respond effectively in challenging environments where immediate external support may not be available and with the important aim of not placing additional, unnecessary burden on the already stressed local systems on site. 🔹 Equipment: In addition to the infrastructure, space and supplies to provide clinical care or other capacity-specific services, self-sustained capacities bring additional self-sufficiency equipment to ensure their maximum autonomy. Their self-sufficiency allows them to operate effectively even in remote or resource-limited settings. 🔹 Coordination: Self-sustained capacities are integrated into the overarching coordination structures during a deployment. Although they are not dependent on the support of a host to be functional, close coordination with a particular local facility or another rescEU EMT capacity can still be very useful from a tactical point of view. Each of these deployment types may be advantageous in certain disaster environments, depending on what makes the most sense given the particular situation on the ground and the services our individual rescEU EMT capacities can provide. Therefore, a flexible approach to each disaster is required to provide efficient and effective care through our rescEU EMT capacities and to meet the needs of the affected area in the most suitable way. #rescEU #EMT #EUCivPro #unitedinaction

🚨 Understanding the deployment strategies of rescEU EMT capacities: embedded, coupled, and self-sustained 🚨 Following on from our last week post, in which we took a closer look at the mode of operation of embedded capacities, today we would like to introduce the second of the three deployment strategies of our rescEU EMT capacities: coupled deployments. 🔹 Location: Capacities that work in a coupled manner are located in close proximity to a local facility or another rescEU EMT capacity. While they are not physically integrated into a host facility, their co-location on the same deployment site ensures they are close enough to provide efficient support and cooperation. Coupled capacities provide additional space for specialised clinical care to expand the existing infrastructure’s capacity. While they are not fully integrated, they work closely with local facilities to enhance the overall treatment capabilities. 🔹 Equipment: Staff, additional space in the form of tents or containers, and the necessary equipment for specialised clinical care are provided by the supporting, coupled capacity itself. In terms of operational support services such as for example water supply or waste management, coupled capacities don’t operate fully self-sustainably. At least some of the operational support services are shared between the host and the coupled capacity. 🔹 Coordination: This configuration requires a close cooperation with the host (medical) facility but allows for flexible coordination within the supporting capacity. 🚨 Deployment strategies of rescEU EMT capacities: embedded, coupled, and self-sustained 🚨 In Civil Protection, the rescEU EMT project currently being developed will play an essential role in providing critical support during sudden onset disasters in Europe and beyond. It’s important to understand how the rescEU EMT capacities will be deployed to maximise their full potential. In this regard, rescEU EMT follows the “Implementation Strategy for Specialised Care Teams (SCTs)” of WHO. Today we will take a closer look at embedded capacities during deployments: 🔹 Location: Embedded capacities are directly integrated into a local (medical) facility or another rescEU EMT capacity. This integration means that they are physically part of the existing infrastructure, enhancing the seamless delivery of medical care and resources. 🔹 Equipment: These capacities receive significant support from the host facility, with the exception of specialised staff, equipment, medicines and consumables needed for their specific medical service. By being integrated into the local infrastructure, they can provide highly specialised care in a very efficient way. However, embedded capacities are at the same time also highly dependent on their hosts during their deployment, e.g. for operational support services such as water supply or waste management. 🔹 Coordination: This type of work requires a very high level of coordination with the facility into which the capacity is embedded to ensure a professional and well-functioning support process. 🌐 Introducing the Dialysis Cell added by Italy The UCPM response in south-east Türkiye in February 2023 revealed a significant deficit of dialysis facilities for patients with chronic needs. This led to the additional proposal of a Dialysis for Patients with Chronic Needs specialised cell in November 2023 within the rescEU EMT project to be better prepared for these scenarios in the future and prevent avoidable patient deaths. Following sudden onset disasters, governments and authorities face many practical problems and patients with kidney diseases do not always receive the necessary attention, leaving the local medical communities with a vast workload, responsibility and, often, inability to guarantee dialysis on time. The Dialysis Specialised Care Team developed by Piedmont Region, can close a clearly visible, existing gap in the response of the UCPM. The most effective solution is to integrate the dialysis cell into an existing healthcare facility or to another rescEU EMT capacity.
