El Reglamento Electrotécnico para Baja Tensión de 2 de agosto de 2002, Real Decreto 842/2002, que establece que los titulares de las instalaciones tienen el deber de mantenerlas en buen estado. En concreto, dicho precepto señala: "Los titulares de las instalaciones deberán mantener en buen estado de funcionamiento sus instalaciones, utilizándolas de acuerdo con sus características y absteniéndose de intervenir en las mismas para modificarlas. Si son necesarias modificaciones, éstas deberán ser efectuadas por la empresa/s instaladora/s." Pero como ponen de manifiesto las sentencias de la A.P. de Madrid, sección 14ª, de 12 de julio de 2016, nº 270/2016, recurso 328/2016, A.P. de Madrid, sección 21ª, de 11 de noviembre de 2021, nº 291/2021, recurso 179/2020, A.P. de Girona, sección 2ª, de 14 de febrero de 2022, nº 63/2022, recurso 25/2022, A.P. de Lugo, sección 1ª, de 27 de septiembre de 2021, nº 370/2021, recurso 420/2020 y A.P. de A Coruña, sección 4ª, de 14 de enero de 2021, nº 10/2021, recurso 29/2020 con referencia al artículo 16.3 del Reglamento electrotécnico para baja tensión, esta norma no va dirigida al consumidor o usuario sino a la empresa suministradora que antes de dar servicio debe comprobar las instalaciones, inspeccionarlas, ordenar las modificaciones precisas, y solo después de comprobar su idoneidad física y jurídica; ajuste a normativa, dar servicio. Y, además, es de su incumbencia la inspección posterior de las instalaciones. Por lo tanto, como declara la sentencia de la A.P. A Coruña número 10/2021, de 14 de enero de 2021, "salvo que quedase demostrado, y no es el caso, que la empresa consumidora desactivó o desinstaló los medios o dispositivos técnicos de protección frente a sobretensiones de que disponía cuando la distribuidora aceptó la solicitud de conexión a su red, la ausencia de tales dispositivos, resaltada en el informe pericial aportado por la demandada, revelaría un cumplimiento negligente de su propia obligación de verificación"

One of the many beneficial features of CBTC is Automatic Train Operation (short ATO) with the ability of precise stopping of trains at station platforms. This stopping accuracy is helpful in many operational scenarios and generally improves the passenger experience by giving them certainty where the train doors will be positioned along the platform. However where this feature becomes really important is when Platform Screen Doors are used, or similar things with different names such as Platform Edge Barriers, Automatic Platform Gates etc. The train doors must be well aligned with Platform Screen Doors so that passengers have a clear, unobstructed passage through both doors (train and platform screen) when boarding or unboarding the train. This is not just for comfort and convenience but also for the safety of the passenger boarding process. How does this stopping accuracy work? In CBTC trains are capable of determining their positions on the track. This happens by picking up the locations of absolute position markers in the track, mostly transponders, and calculating the distance from the last recorded position marker with the help of sensors, for example counting the number of rotations of a train wheel with a known circumference. Now those sensors usually have tolerances, meaning they are not 100% precise in their measurements. The result is a positioning error that increases with the distance the train travelled from the last absolute position reference. The solution for more precise position determination? Having more absolute position markers that reset the positioning error. So in the areas of station platforms where accurate stopping positions are required you will see more transponders in the track. That is for the train to have more certainty where it is precisely and where it needs to stop, also precisely. Se publicó la Reglamentación de la Ley 31595, Ley que promueve la descontaminación ambiental y establece el retiro del cableado aéreo en desuso o en mal estado en las zonas urbanas del país, una norma en la cual fui parte del equipo que realizó su elaboración. Algunos alcances importantes de la norma: - La norma busca atender la poblemática que existe sobre el alto índice de cableado en desuso o mal estado en zonas urbanas del pais y con ello, reducir la contaminación visual y sus escenarios de riesgos. - Asimismo, la norma contempla mecanismos de supervisión y de cumplimiento, entre las cuales están: las supervisiones orientativas por el MTC y OEFA y la presentación de documentos que acrediten el retiro de cableado por parte de las empresas concesionarias y los PIP. - Finalmente, en atención al DL 1565, la norma cuenta con el resultado favorable de la evaluación del AIR Ex ante, este resultado fortalece y contribuye al proceso de mejora de la calidad regulatoria.

VRI is proud to support a European initiative for better #safety regarding road traffic: ECE R90 certified replacement #brake linings, which are the only authorized brake linings in the EU for road traffic. R90 Regulation (ECE R90) applies to the basic braking functions, like design, construction and performance requirements of replacement disc brake and drum brake lining assemblies. ECE R90 states that replacement brake linings comply with European braking requirements for dynamic braking performance, fade and hot/cold performance. According to EU GSR (General Safety Regulation), replacement brake lining assem­blies offered for sale in EU must comply with ECE R90. The sale of replacement brake lining assemblies without ECE R90 approval and the information to use it only outside EU is not legal. Braking performance of replacement brake linings has to stay within a tolerance band of 15% to the original equipment brake lining. Not ECE R90 certified replacement brake linings might not reach such performance levels and therefore can compromise road safety heavily. The minimum requirements on physical or mechanical properties are standardized and part of the type approval procedure.
