Do not turn back on the #energytransition. It will hurt our collective energy and climate goals. We have analysed the latest developments on heating and cooling policy at the Member State level - two countries are headed in the wrong direction. The new Italian NECP is lacking in ambition for renewable energy and #energyefficiency. Recent changes by the current Finnish government removed financial support and kept the nature of local heat planning voluntary; which does not align with Article 25.6. One Stop Shops are fundamental to the #renovationwave needed to meet our climate, energy and health objectives. It will take about five years, however, for the first results to show through - and most EU grants last about two or three years. Municipalities need a robust support network and more resources to plan local initiatives and develop projects effectively. Member States have just a year left to transpose Article 25.6 of the Energy Efficiency Directive (#EED) regarding local #heating and cooling plans. We have evaluated the current level of support across various segments: data availability, staffing, skills, financial and technical assistance and more. Finland, Germany, Belgium (Flanders), Denmark, the Netherlands, and Sweden stand out for their technical support. Member States have just one year left to transpose Article 25.6 of the Energy Efficiency Directive (EED) regarding local heating and cooling plans. Our updated EU Tracker reveals that 13 Member States are significantly lagging behind in developing the necessary legal frameworks—this is concerning. For municipalities to succeed, they need a robust legal framework paired with strong support measures. These elements are essential for the effective implementation of local H&C plans.
