    🆕 Tributación del tabaco en América Latina y el Caribe: La urgencia de una reforma de los impuestos al tabaco.   Este informe examina las tendencias y el impacto de la política tributaria del tabaco en América Latina y el Caribe. En la mayoría de los países de ALC, la carga tributaria efectiva aplicada a los cigarrillos sigue estando por debajo del umbral recomendado por la OMS de, al menos, el 75% del precio al por menor. El consumo de tabaco sigue estando muy extendido en ALC, actualmente lo consume el 12% de la población. El informe señala la urgencia de reformar el diseño y la administración de los impuestos al tabaco en la región de ALC. Entre las recomendaciones clave figuran incrementar los tipos impositivos de los impuestos selectivos al consumo de tabaco, tener en cuenta las respuestas estratégicas de la industria tabacalera a la hora de diseñar la política tributaria del tabaco, alinear mejor el diseño y la administración de los impuestos al tabaco, adoptar medidas complementarias para combatir el comercio ilícito de tabaco, reforzar la coherencia entre las políticas del impuesto selectivo al consumo de tabaco y del impuesto sobre la renta de sociedades, así como intensificar la cooperación nacional y regional en materia de política tributaria del tabaco.     🆕 Tobacco Taxation in Latin America and the Caribbean: A Call for Tobacco Tax Reform.   This report examines the trends and the impact of tobacco tax policy in Latin America and the Caribbean. In the LAC region, effective tax rates on cigarettes remain below the World Health Organisation recommended tax rate of at least 75% of the retail price of tobacco. Tobacco use remains widespread with 12% of the population currently using tobacco in LAC. The report calls for urgent reform of the way tobacco taxes are designed and administered in the LAC region. Key recommendations include increasing tobacco excise tax rates, accounting for the strategic responses of the tobacco industry when designing tobacco tax policy, better aligning tobacco tax administration and tax policy design, introducing accompanying measures to tackle illicit tobacco trade, strengthening tobacco excise and income tax policy coherence, as well as domestic and regional tobacco tax cooperation. Combatting these crimes requires transparency, robust legal frameworks, and strong co-operation between tax and law enforcement authorities – both domestically and internationally. The Academy equips authorities with the practical knowledge and tools needed for effective detection, investigation, and enforcement through its global network of training centres. Over the past decade, it has trained more than 3250 officials from over 170 jurisdictions, focusing on countering illicit financial flows.
