About us
COLANDEF Land & Property Rights is a development organization based in Ghana. We are focused on the land and natural resource sector. Our main goal is to promote socio - economic development through enhanced land tenure security for smallholder land users, women, migrants and other disadvantaged groups at the local level. COLANDEF's approach is the delivery of direct interventions at the local level, gathering and documenting experiences from the local level interventions and using experiences at the local level to inform policy discussions. Our strategies include public education and awareness campaigns, capacity building for customary land authorities and policy engagements.

COLANDEF continues to deepen its commitment to promoting women’s land rights in Ghana. As part of this commitment, we have a focus on strengthening the capacity of Queen Mothers in Ghana to position them as active participants in land governance and land policy. Through this capacity strengthening, Queen Mothers would also become advocates for their collective rights as female traditional leaders as well as for other women in Ghana. In the coming 24 months, beginning in October 2024, we will start a new chapter of our focus on the Queen Mothers’ Platform-Ghana. Under this new chapter, we will focus on; 🌳 Providing backstopping for Queen Mothers in selected customary land territories across the 16 regions of Ghana to mobilize local women, deliver training to local women on mechanisms for securing land rights and continue media advocacy on women’s land rights 🌳Work with Queen Mothers to engage directly with customary land authorities in their respective territories to secure commitment towards inclusive customary land governance and protection of women’s land rights. 🌳Awareness raising on women’s land rights protection for customary land institutions. NAVIGATING CULTURAL BARRIERS TO SECURE CUSTOMARY LAND RIGHTS FOR WOMEN IN OBOGU TRADITIONAL AREA We are happy to share that out of the 514 households mapped in our customary land rights documentation project in Obogu, we have 159 households that are headed by females. These women are either widowed or divorced and for many years, have been engaging in farming as the main income and livelihood activity. Through consultations and dialogue with Traditional Leaders in Obogu, we secured recognition and respect for the land rights of the women and managed to get their rights documented. We have other households where the farms are held and worked jointly by the male head of the household and his partner. Women in such households have also been included as joint owners. Hear from Akosua Manu, one of the project beneficiaries, as she shares her journey and the benefits of the project to her and her household. The women’s land rights challenge is real, especially in the customary setting. One household at a time, let’s contribute to the systemic transformation needed to protect, promote and preserve the customary land rights of women in smallholder agriculture. UPDATE ON OUR FARM PARCEL MAPPING AND DOCUMENTATION OF LAND RIGHTS FOR FARMING HOUSEHOLDS IN THE OBOGU TRADITIONAL AREA COLANDEF, working in partnership with Cadasta Foundation and with support from the UK government, has made progress in the joint mission to map and document land rights for a minimum of 1,000 households in the Obogu Traditional Area. Over the past few weeks, we have been sharing field experiences, lessons learned, and progress made towards institutionalizing land rights documentation as in integral part of customary land administration in the Obogu Traditional Area. Supporting traditional leaders to institute mechanisms for documenting customary land rights and working with them to pilot the system we have helped them establish is one of our approaches to addressing land tenure insecurity. In Obogu, strengthening land tenure security is an urgent action to reduce deforestation and contribute to the protection of the forest reserves in the area. Where are we? Over a period of 6 weeks we have worked with local volunteers, using simple hand-held survey devices to map approximately 1,500 hectares of farmland, comprising 626 farms belonging to 514 households from 9 communities. Each of these households represents unique stories, and hope that systematically, securing land rights for the smallholder agricultural land user can be achieved. At COLANDEF, we believe that securing land tenure for smallholder farmers is a critical step in empowering communities, enhancing agricultural productivity, and protecting natural resources. Our journey in Obogu so far has been filled with both challenges and accomplishments, and we are more determined than ever to see this project through to its successful completion. IMPROVING THE PERFOMANCE OF CUSTOMARY LAND SECRETARIATS FROM PILOTING TO STANDARDIZATION AND SCALING UP OF OPERATIONS Ghana operates a dual land governance system. There is the state system and there is the customary system. Historically, the customary land sector has been operated under management of Customary Land Authorities who are appointed and installed in accordance with the customs and traditions of various land-owning groups and constituted into customary institutions. Land transactions under the customary land sector in Ghana are handled by the Customary Land Authorities who are guided by the existing customary laws and practices. With the overall transformation in the land market across the country, Customary Land Authorities have witnessed a significant change in the scale and scope of land transactions. This calls for changes in the way customary lands are managed. Beginning in 2004, there was a renewed focus on strengthening the customary land sector to respond to the changes. Under the World Bank funded Land Administration Project, the concept of Customary Land Secretariats (CLS) was piloted in selected areas while a few that were already in existence were strengthened. 20 years on, so many lessons have been learned on the CLS concept and its benefit to strengthening Customary Land Administration in Ghana. The new Land Act, 2020 ACT 1036 has given legal recognition to the CLS and so they have now become part of the overall institutional framework for land governance in Ghana. With support from the Rights and Resources Initiative (RRI), COLANDEF is working in partnership with the Land Sector Multi-Stakeholder Platform (LSMSP) in Ghana, to collaboratively work with stakeholders to discuss and offer recommendations for standard operational guidelines for all Customary Land Secretariats in Ghana. Last week, one of several consultative workshops to come, was held to bring stakeholder together to consider proposals for standards for CLS operations. . With support from the Rights and Resources Initiative (#RRI), COLANDEF is working in partnership with the Land Sector Multi-Stakeholder Platform (LSMSP), to conduct analysis of the benefit-sharing frameworks for the different revenue streams for customary lands in Ghana, their underpinning legislative provisions, and the mechanisms for sharing at the local level. It is expected that, in consultation with all relevant stakeholders, this exercise will contribute to establishing the basis for an equitable benefit sharing frameworks for all revenues accruing from the customary land sector.
