With regards to your concern, if you want to generate assets automatically in the campaign, then I recommend using the Performance Max Campaign. The assets on this campaign are generated automatically by machine learning.

I am using test accounts; the option Auto generate Assets is Enabled in campaign setting.

But there are no new assets come.

Is it only working in the running campaign with some spend.

The "Auto generate Assets" feature in Google Ads typically works by generating new creative assets based on your existing ads and performance data. Test accounts typically do not have actual spend or sufficient performance data, which are crucial for generating new assets. Kindly note that the Google Ads API supports automated assets managed directly by Google Ads, with the scope of the API limited to pausing or removing individual assets and retrieving stats. You opt in or out of automated assets through the Google Ads web interface. I would recommend you to kindly refer to the Automated assets documentation for more information. 

Account level automated assets will only appear when they’re predicted to improve your text ad performance. Make sure to review and understand their impact by checking the performance of the account level automated assets. Let's say you'd like to review how your ads with seller ratings perform, like the number of clicks or impressions that occurred when they appeared with your ad. You can review your performance data with the account-level automated assets report. Also, I would suggest you to refer to the About automatically created assets help center article for more detailed information. I hope this helps.
