The Asia Global Institute (AGI) at HKU is proud to introduce this year’s Fellows of its signature initiative, the AsiaGlobal Fellows (AGF) Program. The 17 fellows are catalysts of change in their own fields and include, inter alia, a parliament member of a Middle East country, the chairperson of a national art council in Africa, and a champion of social justice and mental health using technology for the wider good in ASEAN. The fellows have arrived at HKU and have begun a 13-week journey, which includes study trips to Mainland China and Indonesia. Now in its eighth year, the AGF Program has nurtured 91 fellows from 54 countries. They participate in various activities in Hong Kong and the Asian region, and will be better informed and prepared to navigate Asia's complex and rapidly evolving developments, thereby promoting a shared, prosperous, and sustainable future. CHAPTER IN SPRINGER I am pleased to share with you my recent chapter on "Online Hate Speech under International Law", which has been published in the book "Handbook on Cyber Hate: The Modern Cyber Evil", edited by Professors Anne Wagner and Sarah Marusek. Congratulations to all the Authors! 🎉 Abstract: The term “hate speech” has not been conventionally defined thus far, namely in the international human rights law. The aim of this paper is to set forth the significance of “hate speech” in general and “online hate speech” (aka cyberhate) in particular under international law. This study primarily analyzes the binding provisions of international human rights law such as the International Covenant on Civil and Political Rights and the International Convention on the Elimination of All Forms of Racial Discrimination. Therefore, it pays attention to the standards to consider an action as a “hate speech”. This study brings us to the final conclusion that despite the general framework within international law, the harm caused by cyberhate differs significantly from offline hate, and thus requires distinctive regulations.
