As part of the EU project “Improved evidence-based policymaking, implementation practices, and coordination in the ESP sector,” implemented by WYG and Archidata, a 5-day study visit to Croatia and Slovenia was organized last week for representatives from Montenegro's Ministry of Labour and Social Welfare and Employment Agency. The program of study visit covered topics related to ESF funding in Croatia (programming, control systems, audit control, financial planning, monitoring, and evaluation), management of the ESF at central and intermediate levels in Croatia, ESF utilization processes, programming, implementation, monitoring and control of project calls, ALMMs financed by ESF in Croatia and Slovenia, the role of the Public Employment Service in ESF implementation in both countries, social entrepreneurship practices and the activation and employment of disadvantaged groups. In Croatia, the delegation visited: -The Ministry of Labour, Pension System, Family and Social Policy in Zagreb to learn about ESF funding processes. -The Croatian Employment Service in Zagreb to understand EU funding utilization for ALMM and capacity-building projects. -Social cooperative Humana Nova in Čakovec to see social responsibility initiatives and work integration practices. In Slovenia, the delegation visited: -Social enterprise Mensana in Murska Sobota to learn about social and employment inclusion of disadvantaged groups and provision of various sorts of help to the socially weak. -Korenika eco-social farm in Šalovci for insights into social entrepreneurship and employment of vulnerable groups. -The Employment Service of Slovenia to discuss EU fund utilization for active labour market measures. -The Adult Education Centre in Radovljica to learn about their project Learning Programme for Young Adults, which supports young dropouts in gaining education and professional integration.

WYG Consulting oversaw the primary and comprehensive supervision of constructing a winery in Selce, Croatia, alongside three vacation homes that have now received their use permits. This project, funded by a private investor, includes EU co-financing under the "wine envelope" initiative. The winery was designed by the company 4uha, with its concept inspired by a modern winery resembling a stranded ship.

Yesterday we were thrilled to be a part of the commemoration of the Italian Republic Day, organised by the embassy of the Italian Republic in Zagreb. The commemoration was held in concert hall Vatroslav Lisinski. WYG Consulting has successfully collaborated with the Italian embassy and is currently providing consulting services related to the renovation of the their building in Zagreb, which was damaged during the earthquake in 2020.

Last week, we held a successful Kick-off meeting for our new project, "Support to EU Financial Assistance Management in Albania." The primary objective of this initiative is to strengthen the capacities of key structures such as SASPAC, NIPAC, NAO, and CFCU, enabling them to efficiently plan, program, implement, report, and evaluate both directly and indirectly managed EU assistance. The meeting marked a productive start, featuring constructive discussions between representatives of the beneficiaries, the EU Delegation to Albania, and the project team. Our experts will ensure that throughout the project, EU financial assistance is effectively targeted and balanced. Their efforts will align with the priorities of the Enlargement Package and Albania's National Strategy for European Integration and Development. This strategic alignment will facilitate Albania's preparation for EU membership through accelerated integration and a comprehensive Reform Agenda. With assistance from the "Competition and State Aid Rules and Practices Alignment with the EU Acquis" (COMPASA) Project, Ukraine aims to achieve a sustainable and fair recovery while enhancing economic competitiveness through the reinforcement of Competition and State Aid frameworks that align with EU standards. Running from 2023 to 2026, the project is led by a consortium headed by WYG Consulting Ltd. and the Romanian Competition Council. In pursuit of this objective, representatives from the Antimonopoly Committee of Ukraine (AMCU) undertook a study visit to Croatia last week to exchange best practices with the Croatian National Competition Authorities and other relevant institutions. This study visit proved instrumental in enhancing the expertise of Ukrainian experts by providing insights into how Croatia successfully reformed its competition and state aid regulations and concluded pertinent negotiation chapters. AMCU gained valuable lessons from Croatia's experiences in transposing European norms and overcoming specific challenges during the accession process. Through this collaborative initiative, AMCU reaffirmed its dedication to ongoing enhancement, international collaboration, and the pursuit of excellence in competition regulation. https://lnkd.in/d4_b_zHe

Two workshops were held last week in Podgorica within the framework of the EU project “Improved evidence-based policymaking, implementation practices and coordination in the ESP sector and strengthened capacities to participate in ESF”, implemented by WYG and Archidata. The first workshop was held for employees of the Central and Regional Units of the Employment Institute of Montenegro, Centres for Social Work and Institute for social and child protection, on the topic of monitoring and evaluation in the employment and social policy sectors. The second workshop targeted employees of the Ministry of Labor and Social Welfare, concentrating on evaluation in the employment and social policy sectors. During the workshops, expert Vanja Hazl spoke about public policies in the employment and social policy sectors, program monitoring in the employment and social policy sectors, actors in the process, the importance of indicators, data collection methods, the evaluation and importance of it for the implementation of public policies, while Ankica Paun Jarallah spoke about data management, the management information system for monitoring and evaluation, risks in the implementation of monitoring and the sustainability of the monitoring and evaluation system. Both workshops were marked by the exchange of practical experiences and robust participation, leading all participants to deem them highly successful. The project "Improved policy-making based on evidence, implementation of practices and coordination in the employment and social policy sectors and strengthened capacities for participation in the ESF", whose main beneficiary is the Ministry of Labor and Social Welfare, is financed from EU IPA II funds with the aim of strengthening the capacities of the beneficiaries institution for the implementation of the sectoral approach and the assumption of obligations arising from the EU accession process in the employment and social policy sectors.

As part of our project in Montenegro "Improved evidence-based policymaking, implementation practices and coordination in the ESP sector and strengthened capacities to participate in ESF", implemented by WYGC in collaboration with Archidata s.r.l, two workshops were held for employees of the Ministry of Labour and Social Welfare on monitoring and evaluating employment policy and social policy. The experts discussed program monitoring in the ESP sector, setting indicators, collecting and analysing data, tools used in the process, and identified challenges and possible solutions.

Second workshop on drafting a comprehensive law on employment promotion in Kosovo was held on February 26th 2024. WYG Consulting was engaged to provide technical assistance to the Ministry of Finance, Labour and Transfers on drafting a comprehensive law on labour market policies for Kosovo and strategic organizational development of Kosovo's employment agency. This initiative is supported by the German Government through GIZ Kosovo.
