    Following on from our recent post, here is a further breakdown of the key updates from Budget 2025 👇 𝐏𝐞𝐫𝐬𝐨𝐧𝐚𝐥 𝐓𝐚𝐱 𝐂𝐫𝐞𝐝𝐢𝐭𝐬 Several tax credits will see significant increases, including the Employee (PAYE) and Earned Income Tax Credits, which will increase by €125 to €2,000. Other notable increases include the Single/Widowed Person or Surviving Civil Partner Tax Credit, the Married Couple or Civil Partnership Tax Credit, the Home Carer Tax Credit, the Single Person Child Carer Tax Credit, etc. 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐥 𝐒𝐨𝐜𝐢𝐚𝐥 𝐂𝐡𝐚𝐫𝐠𝐞 (𝐔𝐒𝐂) There is no change to the USC exemption threshold of €13,000. The threshold for the 2% rate will be increased to €27,382. This ensures that employees working up to 39 hours per week at the national minimum wage remain outside the scope of the top USC rates. The 4% USC rate will be reduced to 3%, applying to income from €27,382 up to €70,044. The 8% USC rate will continue to apply under the Emergency Basis. Non-PAYE income exceeding €100,000 will remain subject to a 3% USC surcharge. 𝐁𝐞𝐧𝐞𝐟𝐢𝐭 𝐢𝐧 𝐊𝐢𝐧𝐝 𝐨𝐧 𝐄𝐦𝐩𝐥𝐨𝐲𝐞𝐫 𝐏𝐫𝐨𝐯𝐢𝐝𝐞𝐝 𝐕𝐞𝐡𝐢𝐜𝐥𝐞𝐬 The €10,000 temporary reduction in the Original Market Value (OMV) of company vans and company cars (categories A to D), which was introduced in 2023, will be extended until 31 December 2025. Furthermore, the 4,000 km reduction in the highest mileage band will be extended until 31 December 2025. A BIK exemption will be introduced for costs incurred by an employer for installing a charge point at the home of a director or employee. 𝐓𝐚𝐱𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐀𝐮𝐭𝐨𝐦𝐚𝐭𝐢𝐜 𝐄𝐧𝐫𝐨𝐥𝐦𝐞𝐧𝐭 𝐑𝐞𝐭𝐢𝐫𝐞𝐦𝐞𝐧𝐭 𝐒𝐚𝐯𝐢𝐧𝐠𝐬 𝐒𝐜𝐡𝐞𝐦𝐞 The Finance Bill 2024 will outline the taxation of the AE Retirement Savings Scheme, aligning its tax treatment as closely as possible with that of PRSAs, excluding employee contributions. Employer contributions will be tax-deductible, and growth in the AE fund will be exempt from tax. AE funds will be taxed upon drawdown, aside from a 25% lump sum, which can be taken tax-free up to €200,000. Any excess between €200,000 and €500,000 will be taxable at 20%, and any amount above €500,000 will be taxed at 40%. As the State will make direct contributions for employees within the AE scheme, there will be no tax relief for employee contributions to AE. 𝐒𝐨𝐜𝐢𝐚𝐥 𝐖𝐞𝐥𝐟𝐚𝐫𝐞 𝐏𝐚𝐲𝐦𝐞𝐧𝐭𝐬 The following changes to social welfare payments were announced with effect from January 2025: ✅ The majority of weekly social welfare payments will increase by €12, with a proportionate increase for qualified adult dependants (e.g., State Pension; Illness Benefit; Jobseeker’s Benefit, and Carer’s Benefit). ✅Maternity Benefit, Adoptive Benefit, Parent’s Benefit, and Paternity Benefit will increase by €15, from €274 to €289. #HRUpdates #HRConsultancy #Budget2025

    As we gear up for Budget 2025, several important changes are emerging that will impact businesses and their employees. From adjustments in tax credits to increases in the National Minimum Wage, it's essential for employers to stay informed and be prepared. At Action HR Services, we are closely monitoring these developments to ensure that our clients are fully aware of the implications and can plan accordingly. Here are some key updates so far:   𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐌𝐢𝐧𝐢𝐦𝐮𝐦 𝐖𝐚𝐠𝐞 𝐈𝐧𝐜𝐫𝐞𝐚𝐬𝐞: The national minimum wage will rise by €0.80 per hour, bringing the new rate to €13.50 per hour from January 2025. 𝐈𝐧𝐜𝐫𝐞𝐚𝐬𝐞𝐝 𝐓𝐚𝐱 𝐂𝐫𝐞𝐝𝐢𝐭𝐬: The Personal, Employee, and Earned Income Credits will each increase by €125. 𝐒𝐭𝐚𝐧𝐝𝐚𝐫𝐝 𝐑𝐚𝐭𝐞 𝐂𝐮𝐭 𝐎𝐟𝐟: The Standard Rate Cut Off Point will rise by €2,000, bringing it to €44,000 for individuals. 𝐔𝐒𝐂 𝐑𝐚𝐭𝐞 𝐑𝐞𝐝𝐮𝐜𝐞𝐝: The USC charge at the 4.0% rate will be reduced to 3%. 𝐁𝐨𝐧𝐮𝐬 𝐏𝐚𝐲𝐦𝐞𝐧𝐭𝐬: The annual limit for the Small Benefit Exemption will increase from €1,000 to €1,500. Additionally, employers can now provide up to five non-cash benefits per year. 𝐒𝐨𝐜𝐢𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧: An increase of €12.00 per week for an individual in receipt of a weekly Social Protection payment will be made. It is also anticipated that the new start date for the Auto-Enrolment Pension Scheme will begin in September 2025, which was agreed by the Cabinet this week, and revealed by the Minister for Social Protection Heather Humphreys.     AI offers significant benefits in recruitment, development, training and boosting employee productivity. However, it also brings ethical concerns related to bias, discrimination and data protection. Therefore, the 𝐄𝐔 𝐀𝐈 𝐀𝐜𝐭, effective 1st August 2024, introduces new obligations for employers using AI in the workplace and categorises AI systems based on the risk they pose. The Act prohibits the use of AI to monitor emotions or categorise individuals based on biometric data in the workplace, except for limited medical or safety reasons. High-risk AI, such as systems used in recruitment and performance management, requires employers to meet specific compliance measures, including transparency, data protection, and monitoring. Limited risk AI, like HR chatbots, must clearly indicate when employees are interacting with AI instead of a human. Key steps for employers include: 1. 𝐈𝐝𝐞𝐧𝐭𝐢𝐟𝐲 𝐀𝐈 𝐒𝐲𝐬𝐭𝐞𝐦𝐬: Understand which AI tools are in use. 2. 𝐀𝐬𝐬𝐞𝐬𝐬 𝐑𝐢𝐬𝐤: Categorise AI systems as prohibited, high-risk, or limited risk. 3. 𝐄𝐧𝐬𝐮𝐫𝐞 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞: Update policies, provide training, and maintain transparency with all employees. 4. 𝐕𝐞𝐧𝐝𝐨𝐫 𝐂𝐡𝐞𝐜𝐤𝐬: Verify that your AI suppliers comply with the AI Act. With the EU AI Act becoming official legislation, companies developing and deploying AI-based systems must understand how to comply with it to avoid legal action and substantial fines. #ArtificialIntelligence #Compliance #FutureOfWork #HRConsultancy
