The Environmental Protection Agency is at the front line of environmental protection and policing. We ensure that Ireland's environment is protected, and we monitor changes in environmental trends to detect early warning signs of neglect or deterioration. Protecting our environment is a huge responsibility, and we work with a number of organisations that carry out specific environmental functions. Since August 2014, we are also responsible for ensuring that the people of Ireland are protected from the harmful effects of radiation. The EPA is an independent public body established under the Environmental Protection Agency Act, 1992. The other main instruments from which we derive our mandate are the Waste Management Act, 1996, and the Protection of the Environment Act, 2003 and Radiological Protection (Miscellaneous Provisions) Act 2014. How did we get from a serious criminal operation at a landfill to a valuable public park? More than two decades ago, the Kerdiffstown site in Kildare, managed by Neiphin Trading Ltd (NTL), was causing significant environmental impacts and public nuisance. Between 2003 and 2008, Environmental Protection Agency (EPA) Ireland inspections found serious breaches of the EPA licence conditions which the licensee failed to address. The landfill was expanded without authorisation and appropriate infrastructure. This caused odours, untreated landfill gas releases to the atmosphere, and liquid leaking from the waste which had potential to impact the river and groundwater around the site. NTL failed to address these issues, and in May 2010 the EPA secured an injunction to prevent them taking more waste into the site. The company went into liquidation and in 2011 and a major fire broke out at the site, which took almost 30 days to put out and needed the intervention of several regulatory agencies including the EPA, Kildare County Council and An Garda Síochána. A prosecution was taken by the Director of Public Prosecutions (DPP) on foot of an investigation file prepared by the EPA. The company was convicted and fined 20 million euro. This is the largest fine ever imposed for an environmental prosecution in the State. In addition, a former director of NTL was sentenced to three years in prison in 2023 on charges for serious environmental offences, with the final 12 months suspended. As I said at the time, this sent a powerful warning to companies and their directors – those engaging in criminal activity which puts the environment and public health at risk will be held to account. The EPA, on behalf of the State, took control of the site in 2011, and then passed it to Kildare County Council in 2015 who have been managing the site ever since, under a revised EPA licence to remediate the landfill. The works by Kildare County Council, funded by Department of the Environment, Climate and Communications (DECC), has included re-profiling the site, properly capping the waste remaining in the landfill, and installing management systems to avoid leachate and gas emissions. The EPA continued to inspect the site during these works. The site opened on October 21st 2024 to be used as a public park. We’re delighted to have contributed to this turnaround from an illegally operated landfill which posed a risk to health and the environment, to a public park which is a valuable amenity for the local community. The transformation could not have been achieved without the work of many state bodies and the investment of capital by DECC. How is Ireland doing when it comes to Greenhouse Gas (GHG) emissions? Today the EPA launched new Quarterly GHG Emissions for Ireland for Q 1 2024 – which show that emissions decreased by 2.2% when compared to Q1 2023. Here's where the reduction came from: ⚡Electricity emissions were down 16.7% driven by reductions in fossil fuel use and increased importation of electricity. 🐄Agriculture emissions were down 2.6% due to reduced lime application to soils and lower milk output. 🚗Transport emissions were up 2.7% driven by increased sales of petrol (+9.6%) and diesel (+1.3%). 🏢Emissions from commercial and household buildings increased by 5.8% due to increased demand for heating and a decrease in the price of gas. Welcoming the report Dr Eimear Cotter, Director of the Office of Evidence and Assessment, EPA said: “These quarterly greenhouse gas emissions respond to an on-going need for more timely and frequent data on Ireland’s greenhouse gases. Ireland joins a small number of countries worldwide to carry out this type of assessment, which will provide valuable early and frequent indicator data for the monitoring and governance of Ireland’s climate action. The series will complement the national greenhouse gas inventory and projections prepared annually by the EPA. Ireland joins a small number of countries worldwide to carry out this type of assessment, which will provide valuable early and frequent indicator data for the monitoring and governance of Ireland’s climate action. The series will complement the national greenhouse gas inventory and projections prepared annually by the EPA. The reduction of 2.2% in Ireland’s greenhouse gas emissions in the first quarter of 2024, when compared with the same period last year, is welcome following the largest annual reduction in emissions outside of recession reported in 2023. We asked citizen scientists taking part in the Clean Air Together project WHY they wanted to find out more about the air quality in their area. One of them wrote that “Clean air in our cities is essential to maintaining our overall health and wellbeing, improving public realm and experience, and protecting urban wildlife and ecosystems. On the other side of the coin, air pollution is linked to a rise in heart disease and stroke, and it can pose gradual, long-term acute health risks to our young and healthy, and our older and vulnerable.” We couldn’t agree more! Have you heard of the 3–30–300 rule in relation to Health? It states that: 🌳3 – Everyone should be able to see at least three mature trees from their home, place of work or study. 🍃30 – Every neighbourhood should have at least 30% tree canopy cover. 🌲300 – In line with recommendations from the World Health Organization (WHO), everyone should be a maximum distance of 300m from their nearest high-quality public green space. The 3–30–300 rule was developed by Prof Cecil Konijnendijk, a Dutch researcher, , which introduces objective benchmarks for urban areas to promote equitable nature access. As the recent EPA State of the Environment report says, our health and wellbeing are inextricably linked to our environment. The health benefits of a vibrant natural world are countless, providing us with breathable air, drinkable water, productive soils and spaces for us to spend time in and enjoy, enhancing both our physical and mental health and wellbeing. Reducing pollution, adapting to and mitigating climate impacts, and restoring ecosystems can have enormous benefits for our health and wellbeing. Solutions that can help tackle one issue can also have multiple benefits for others.
