Working closely with the Senior Flat Handicapper as part of a three person team and liaising closely with Horse Racing Ireland’s Racing Department, this is an important and challenging role with collective responsibility for ensuring that, where applicable, weights are apportioned to each horse in a handicap and are allotted to equalise their chances of winning. As and from 1 January 2018, the Irish Horseracing Regulatory Board is the regulatory body for all horseracing in Ireland. The Irish Horseracing Regulatory Board is a company limited by guarantee set up by the Turf Club (established 1790) and the Irish National Hunt Steeplechase Committee (established 1866) for the purpose of carrying out the regulatory and licensing functions for Irish horseracing. The IHRB is the body responsible for protecting the integrity and reputation of Irish horseracing in Ireland. An All-Ireland body the Irish Horseracing Regulatory Board will continue to develop the professional services provided by these two bodies in the regulation of Irish racing for over 200 years.

The Irish Horseracing Regulatory Board (IHRB) is delighted to announce new collaborations with South East Technological University (SETU) and Dublin City University (DCU). As part of our commitment to supporting relevant research within the horseracing industry, we are pleased to present two exciting opportunities for innovative research. In conjunction with the the IHRB, Injured Jockeys Fund and British Horseracing Authority, SETU are currently recruiting for a full funded MSc in exploring health, well-being and coping strategies amongst Irish and UK-based jockeys. The Irish Horseracing Regulatory Board (IHRB) was represented by Dr Lynn Hillyer, IHRB Chief Veterinary Officer, at the recent International Federation of Horseracing Authorities (IFHA) Global Summit on Equine Safety and Technology which took place in Toronto, Canada last weekend. The Summit, hosted at Woodbine Racetrack, was attended by approximately 90 world-leading research scientists, clinicians, veterinarians and racing regulators from at least 13 countries. Leading scientists, veterinarians and regulators participated in dedicated workshops throughout the three-day event to investigate critical issues relating to, and recent technological advances in, fracture prevention and exercise associated sudden death (EASD). Dr Lynn Hillyer, commented: “The IHRB maintains a relentless focus on the safety of our participants and is committed to engaging and supporting in relevant research and findings to support evidence based policies and decisions in support of that. “This summit was a unique gathering that brought together regulators and some of the best researchers in the world to present, discuss and plan science-based approaches to tackle two of the biggest challenges we face to equine safety and welfare - fracture and sudden death. “Working together with Horse Racing Ireland, our veterinary team at the IHRB looks forward to contributing to this important global effort amongst racing authorities. Our Equine Injury in Irish Racing Risk Reduction Project will play a significant role in that.” The outcomes from the Summit will be analysed by the IFHA Executive Council, with a view towards developing recommendations for the IFHA members, including Ireland, on addressing the risk of fractures and EASD in racing.

A delegation of American and Canadian-based board members from the Organisation of Racing Investigators (ORI) visited Ireland last week as part of an exchange programme with security teams from the Irish Horseracing Regulatory Board (IHRB), France Galop, British Horseracing Authority (BHA) and The National Horseracing Authority of Southern Africa. Chris Gordon, IHRB Head of Security and Investigations is the International representative on the board of ORI and last week hosted David Duncan, Juan Estrada, J C Jaramillo and Klouser Tyler Durand at the Offices of the IHRB. The delegation attended racing at Leopardstown Racecourse where they observed the integrity areas including the Stable Yard entrance, Weighroom and Stewards Room, before travelling to Downpatrick Racecourse on Saturday. Chris Gordon commented: “This visit further demonstrates our strategic commitment to maintaining close engagement between international regulatory bodies to share knowledge and collaborate with other jurisdictions in race day security and investigations. “Having been racing in Leopardstown on Thursday, Downpatrick on Saturday and seeing The Curragh Racecourse on a non-raceday, the ORI members were very impressed with the facilities here in Ireland. Going racing was a good opportunity to see how the pre-race checks operate in Ireland when horses arrive to the races and to get an insight into the IHRB’s world-class equine anti-doping programme as well as seeing how Irish raceday stewards oversee a race meeting.”

Irish Horseracing Regulatory Board (IHRB) Deputy Head of Veterinary Operations, Dr Graham Adams, was among the speakers at the Horse Racing Ireland Equine Welfare Symposium in The Keadeen Hotel today. Graham spoke about the IHRB's relentless focus on the safety and well-being of all participants and gave an insight into the daily work of our Veterinary team in relation to equine welfare. Well done to all involved in organising this very successful event.

The Irish Horseracing Regulatory Board (IHRB) today published our latest Equine Anti-Doping Report Throughout 2023, the IHRB Veterinary Team took 5,866 samples from horses between Racecourse samples and Out of Competition Testing. In addition to testing the winner of every race, our stable inspection program last year included veterinary examinations and Out of Competition Testing carried out in collaboration with the British Horseracing Authority, France Galop, Racing Victoria and the Breeders’ Cup World Championships.
