Luas Finglas reached a significant milestone on Tuesday, October 22nd, as Minister Eamon Ryan secured the agreement from the Cabinet for this project to enter the planning system. 🚈 This major public transport project will extend the existing Luas tram network northwards by almost 4km from Broombridge to the Finglas area, with stops at St Helena’s, Finglas Village, St Margaret’s Road, and Charlestown near the M50. The route will provide interchanges with Broombridge train station which is on the planned DART+ West line, as well as bus services. In addition, a 350-vehicle park and ride facility is to be provided near the St Margaret’s Road stop. A Railway Order application for the Luas Finglas project will be submitted to An Bord Pleanála by this December. TII’s CEO Peter Walsh said ‘The Government’s decision to allow TII to seek planning approval for the 4km extension of the Luas system is a very appropriate 20th Birthday present for the Luas system. The 20 years of Luas in Dublin has enabled delivery of compact growth in parts of the city such as the IFSC, City West, Cherrywood and Sandyford.’ ‘Luas provides zero-emission sustainable mobility and contributes to Climate Action by attracting people out of their cars. Transport Infrastructure Ireland's role as a state agency is to provide sustainable transport infrastructure and services, deliver a better quality of life, support economic growth, and respect the environment. Under the aegis of the Department of Transport, we work at both national and regional level, in partnership with Local Authorities regarding national roads and greenways, and the National Transport Authority (NTA) regarding light rail and metro. TII was established through a merger of the National Roads Authority (NRA) and the Railway Procurement Agency (RPA) under the Roads Act 2015, and was set up to deliver and operate safe and efficient light rail and national road networks. In 2021, TII was delegated additional functions in relation to active travel. We are leading the development of an ambitions new National Cycle Network for Ireland on behalf of the Department of Transport. At TII we are building a more sustainable economy and a better quality of life for everyone. Today is International Day of Climate Action! In recognition, we're sharing some information on our climate action efforts: 📑 In March, we published our updated Sustainability Implementation Plan, which outlines our guiding principles and ambitions for sustainability across TII. 🧮 TII measures our climate impact via an annual carbon inventory. This process helps to identify key emission sources related to TII’s value chain, capturing a picture of TII’s emissions. 🗺️Our Climate Action Roadmap is published every year, demonstrating how we will achieve emissions reductions to 2030. It focuses on 25 projects that we plan to deliver between 2024 and 2030, which will contribute to emissions reduction. ⚠️We are adopting a proactive approach to managing the impacts of climate change, to prevent the worst of these impacts and avoid relying on costly reactive measures. TII’s approach to climate adaptation is outlined in our 2022 Climate Adaptation Strategy. 🍃 We integrate biodiversity considerations into our work in accordance with our 2023 Biodiversity plan, which outlines five overarching biodiversity objectives and the associated actions to deliver on these objectives. 👥 TII recently hosted a group of social enterprise professionals for the afternoon as part of an Erasmus + funded Sustainable Mobility Think Tank. This group visit was organised by Michelle Licciardi, Dublin South City Partnership and Stuart Fraser, Frontline Make Change. 🚲TII presented on sustainable transport infrastructure and services (such as roads, safety, EV charging, greenways), Zero Emissions Vehicles, the National Cycle Network, and studies on Age Friendly Active Travel and Empowering Women to Cycle. This turned into an interactive and mutual learning session on social enterprise, sustainability and mobility, with a discussion on where these areas intersect and how they can and should support each other. Declan Keenan echoed what we believe, that transport is a key lifeline for some people to get back into the workplace, that people absolutely need sustainable mobility in order to avail of educational, training and working opportunities. Transport Infrastructure Ireland is a multi module organisation with the foremost experts. Who could imagine Dublin now without light rail – the LUAS. We acknowledged that two lines don't make a network and that we need a grid. In 2023, the Luas carried 48 million passengers, people just gravitate towards it as so easy to use. Per posed the question about Robotrans in Scandinavia that look like trams but are electric buses and asked what are the plans in Ireland for this? We discussed how the Luas Green line carries 6000 passengers per hour at peak and the Luas Red Line carries 4000 passengers per hour at peak”. Declan emphasised how 22% of our population are People With a Disability but only 6% use public transport, mobility is a right. “When we discuss accessibility we often think of only the physical barriers but not always the financial, digital, social, emotional and safety concerns”. Deirdre Miller mentioned the “last mile exit” and how we need to reclaim the corners in our communities and our Erasmus Plus guests and Dublin South City Partnership agreed. 🚶♀️ TII is delighted to announce that Tay Lane Footbridge, in Rathcoole, partially reopened on Thursday 17 October. This bridge offers active travellers a convenient way to cross over the N7. 🌉 Throughout the summer some major refurbishments were carried out, which include a new long life painting system. 📷 TII is excited to announce the deployment of new average and fixed speed cameras across the national road network. TII are one of the lead stakeholders responsible for implementing the actions laid out in Ireland's Government Road Safety Strategy (2021-2030). One of the key actions in this plan aims to expand speed management on Irish roads by means of camera enforcement. 🚓 Average speed cameras measure your speed over a distance within a fixed section. Fixed cameras measure your vehicle speed passing a fixed point. Studies in Sweden and Norway have shown that safety cameras can reduce fatal collisions by up to 48%. The installation of these cameras will contribute to the goal of reducing deaths and serious injuries' on Irish roads to achieve Vision Zero by 2025 . We are happy to again partner with Zero Emission Vehicles Ireland and Department of Transport on a scheme to support the development of High-power EV recharging across Ireland’s National Road Network. TII CEO Peter Walsh said “ This scheme is one of several initiatives to support the objectives of the National Road EV Charging Network Plan. While the initial Scheme focused on installing EV rechargers along the motorway network, this new initiative broadens coverage to include more of the National Road Network, ensuring reliable access to recharging for a wider range of road users across the country. 🐞eFlow, who operate the barrier free tolling on Dublin’s M50 motorway on behalf of TII, have partnered with 'Biodiversity in Schools' to support the ‘Coill na nÓg' schools initiative. 🌱 Coill na nÓg means ’the children’s forest’ in Irish. The campaign focuses on increasing the numbers of native trees and hedgerows in schools across Ireland. eFlow has entered a 3-year partnership which will see over 10,000 trees planted on school grounds across Ireland! 🌳The initiative is open to all preschools, primary schools and secondary schools across the Republic of Ireland and Northern Ireland. Resources will be delivered to successful schools and supported by an online hub. All schools across Ireland are also being encouraged to get outdoors this autumn/winter and discover the biodiversity of their area. Three lucky schools who share their adventures on social media will share an outdoor classroom fund worth €12,000. TII are delighted to announce we were winners at the 2024 Public Sector Digital Transformation Awards in the ‘Outstanding Contribution to Planet Earth’ category 🎉 . Our Environment Department won in this category for their work developing a Biodiversity Accounting Methodology for use on Linear Infrastructure Projects in Ireland. This methodology takes into account habitat distinctiveness, habitat condition, strategic significance, irreplaceable habitats and risk factors to identify the biodiversity implications of proposed schemes. The methodology enables us to embed biodiversity considerations into our project planning. A huge congratulations to Vincent O'Malley, Sarah-Jane Phelan Ph.D., Christian Nea, and the Team for their work on this brilliant project. Our Luas Finglas Team were also shortlisted in the ‘Best Community Engagement’ category for developing ‘Digital Engagement in Public Consultations’. 🛣️ Transport Infrastructure Ireland’s National Roads and Greenways Conference was last week, and we had 29 excellent speakers, from Ireland and abroad, who spoke on a variety of transport themes relevant to National Roads and Greenways. Over 350 attendees from local authorities gathered to hear about new approaches and developments in transport. Athlone proved to be a great location with its central location in the country served very well by National Road and Greenway infrastructure. 👏 We extend our sincere thanks to everyone who took the time to attend and present at the conference.
