In November 2021, a Nutraceutical Sector Task Force was constituted by Council of Scientific and Industrial Research (CSIR) with Principal Scientific Adviser to the Government of India, Prof. Ajay Kumar Sood, as the chair. The Task Force includes multistakeholder representation from the government agencies including from Department of Commerce, Department Of Pharmaceuticals, Ministry of Food Processing Industries, Food Safety and Standards Authority of India, Ministry of Ayush, National Biodiversity Authority India (Ministry of Environment, Forests & Climate Change, Government of India ), CSIR- CSIR−Central Food Technological Research Institute (CFTRI), ICMR-National Institute of Nutrition, Department for Promotion of Industry and Internal Trade, Central Board of Industrial Taxes and Customs (Ministry of Finance), Department of Biotechnology; the Shellac & Forest Products Export Promotion Council (SHEFEXIL); and the industry including Cepham Inc, OmniActive Health Technologies, NutrifyToday, Gangwal Chemicals PrivateLimited., Esperer Nutrition, Sami-Sabinsa Group Limited, Himalaya Wellness Company and Arjuna Natural Pvt. Ltd, to ensure that a comprehensive view of the sector is considered. The Task Force’s mandate includes proposing policy measures to address the challenges and leverage the potential of the sector. Some of the developments from the Task Force’s initiatives include: • Introduction of HSN Codes: Development of the first-ever Harmonized System of Nomenclature codes for streamlined trade. • PLI Scheme: Creation of the first-ever Production-Linked Incentive (PLI) scheme for nutraceuticals. • Nutraceutical Industry Panel: Formation of a dedicated nutraceutical industry panel under to enhance regulatory and export support. • Compliance and Export Initiatives: SHEFEXIL has recommended nutraceuticals remain classified as food products under FSSAI’s jurisdiction. Additionally, nutraceutical exporters are now included in the Remission of Duties and Taxes on Export Products (RoDTEP) Scheme, aligned with the Biodiversity Act 2023, to offset export costs and ensure EU compliance. These initiatives are aimed at supporting the nutraceuticals sector in the country, combining traditional knowledge with modern science to attract global partnerships and investments.
