About us
Indian Sugar & Bio-energy Manufacturers Association, ISMA - is the association of private sugar mills of India. ISMA recognizes the evolving landscape of the sugar industry and aims to proactively address the increasing significance of bio-energy in the country’s energy transition. ISMA is dedicated for the betterment of sugarcane farmers in the country, and one of the main objective of ISMA is to protect the interest of the cane farmers in the country, for whom sugarcane is the only source of livelihood. ISMA is engaged with the Government to develop long-term policies whereby the interest of its main stakeholders- farmers, millers and consumers are sustained and protected against the cyclical nature of the industry, thereby ensuring it is growth oriented.

ISMA has sought timely policy interventions from the government to support the sugar industry as it confronts rising production costs, stagnant ethanol procurement prices, and a significant anticipated sugar surplus. While the government's support and guidance over the years have helped the sugar industry overcome challenges like delays in payment of cane arrears to the farmers, the following issues still pose a threat to the sustainability of the sugar industry.

India is making significant progress toward its goal of achieving a 20% ethanol blending target by 2025. In September 2024, the blending of ethanol in petrol reached 15.90%, and from November 2023 to September 2024, the cumulative blending was 13.80%. According to official data, PSU OMCs received 58.6 crore liters of ethanol under the Ethanol Blending Program in September 2024. This brings the total to 585.2 crore liters from November 2023 to September 2024. The amount of ethanol blended under the EBP in September 2024 was 62.4 crore liters, resulting in a total of 607.4 crore liters during the same period. India’s ethanol production capacity has grown substantially, now reaching 1,648 crore liters. The government is optimistic that this increasing capacity will meet the country's domestic ethanol needs. In a recent interview with ZEE Business, Deepak Ballani, Director General of ISMA, highlighted the growing concern regarding the operation of Khandsari units within the catchment areas of sugar mills. He emphasized that ISMA has formally approached the government, urging the implementation of regulations on these units due to the significant diversion of approximately 1 million tonnes of #sugarcane. ISMA is advocating for stringent regulatory measures on existing Khandsari units and proposing restrictions on the establishment of new units within sugar mill zones. ISMA proposes that Khandsari units should only be permitted to operate outside these areas and be subject to strict oversight.
