Article Alert!!! China has been trying assiduously, through a variety of means to assert greater control over the area encompassed by its so called ‘Nine-dash Line’ in the South China Sea. While it seeks to enforce its supposed rights in the area by deploying the Chinese Coast Guard (CCG) ships and maritime militia vessels for ‘grey zone’ warfare, the promulgation, in 2024, of China Coast Guard Regulation Number 3 (CCGR-3) legally empowers the CCG in execution of these aggressive tasks. However, certain ambiguous provisions related to geographical coverage, use of force methodology, arbitrary powers of detention and arrest of foreign ships accorded to the CCG, and omission of the status of warships with regard to their immunity from prosecution, have caused great concern to the global community. India’s interests could also be adversely impacted, since the Indian Navy ships which have been operating in the South China sea at an increased frequency, scale and intensity over the last decade, may also fall foul of this regulation. Therefore, all global stakeholders who value the ‘freedom, openness and security’ of the oceans as provided for under the existing rules-based order, must come together to challenge this Chinese propensity towards maritime expansion through promulgation of various domestic laws and regulations which do not conform to the customary internation laws. Japan’s 25th Defence Minister, Mr Kihara Minoru, released the latest edition of the nation’s Defence White Paper, “Defence of Japan 202”, marking the 50th issue since the first edition was published, in 1970. This milestone coincides with the 70th anniversary of the establishment of the Ministry of Defence (MOD) and the Self-Defence Forces (SDF), which was founded on 01 July 1954.  It is important to note that only a brief summary of the document, in the form of a ‘digest’, is currently available to the public.  This will hereinafter be referred to as the ‘DOJ-24 Digest’. Historically, annual editions of Japan’s Defence White Papers have provided vital insights into the nation’s defence posture and evolving strategic priorities in consonance with the changing geopolitical environment. This document initially provides an overview of the challenges facing the international community, and significantly, notes that many States do not share universal values or political and economic systems. The inevitable interaction between such States with opposing worldviews, contrasting governance systems and differing international relations outlooks — which cannot be avoided because of the dynamics of an increasingly globalised environment — often presents grounds for increased global instability. The 2024 edition also emphasises the development of Integrated Air and Missile Defence (IAMD) as a critical component of Japan’s strategy to protect itself from missile threats, particularly from North Korea and China. Additionally, it addresses growing threats in cyberspace and other domains, alongside emerging global security issues, such as information warfare and climate change. Seeking to achieve initial operational capacity for seabed warfare by 2026, France is a nation putting in concerted effort to achieving competence in this domain.  Beginning with a formalised public strategy, which lays out the ability that the French seek to achieve and the manner in which they seek to achieve it, to conducting seabed warfare deployments (Operation CALLIOPE), the French seem to be leading the way in acquiring advanced seabed warfare capacities and capabilities.  In fact, the French Navy has recently included a “seabed control serial” in their bilateral exercise with the Italian Navy where they utilised an Autonomous Underwater Vehicle and a Remotely Operated Vehicle to “counter malicious action on underwater infrastructure”.  Therefore, the French strategy offers a useful blueprint for India to formulate its own seabed warfare strategy or refine it if one already exists in the classified domain.  It analyses the French seabed warfare strategy and extracts from it aspects that may inform India’s own strategy for the seabed. #SeabedWarfare #MaritimeSecurity #NavalStrategy #FranceDefense #UnderwaterWarfare #IndianNavy #SeabedOperations #MilitaryTechnology #NationalSecurity #IndoPacific #OceanDefense #NavalCapabilities #GlobalSecurity Author: Soham Agarwal Read more: https://lnkd.in/gzX4wHt9
