What does the term “detailed maintenance records” mean? The term 'detailed maintenance records' is used in different context for continuing #airworthinessmanagement and approved maintenance organisation (AMO) creating some confusion about its understanding. Let's clear some air. 'Detailed maintenance records' are required to be kept by an AMO (respectively Part-M/F organisation, Part-145 organisation or CAO with maintenance privileges). Maintenance organisations are required to retain all detailed records in order to be able to demonstrate that they maintained aircraft and #components in compliance with applicable requirements. “Detailed maintenance records” are those records, coming from the AMO having performed maintenance, required to be kept by the owner/operator allowing to determine the aircraft configuration, the airworthiness status of the aircraft and all components installed, as well as to plan future maintenance as required by the AMP, based on the last accomplishment. Consequently, the AMO should transmit to the owner/operator/CA(M)O a certain subset of the AMO maintenance records, including the certificates of release to service and repair/modification data related to the performed maintenance, so that the owner/operator/CA(M)O can demonstrate compliance Not all AMO maintenance records need to be transferred from the AMO to the owner/operator unless they specifically contain information relevant to aircraft configuration/status and future maintenance. Thus, incoming certificates of conformity, batch number references and individual task card sign-offs verified by and/or generated by the maintenance organisation are not required to be transferred to the owner/operator/CA(M)O. However, dimensional information contained in the task card sign-offs or work packages may need to be transferred and kept by the owner/ operator. It is to be noted that the record-retention period requirements are slightly different for the AMO and the CAMO and CAO with Continuing airworthiness management privileges. The AMO retains the records for 3 years, whereas the CAMO and CAO with Continuing airworthiness management privileges has to retain their records until they are superseded by new information, but not less than 3 years. The starting point in both cases is when the aircraft or component maintenance has been released. As I returned from Dublin after presenting at Aeropodium's 13th Annual Aircraft Records Conference and reviewed my notes during the quiet hours, the unmet needs in aircraft records management became very clear. It was a highly focused conference with aviation industry veterans participating and sharing their thoughts. Andrew Poulter explained how poorly maintained aircraft records are only the tip of the iceberg and result in heavy losses in the long term. Analysis of the cost of preparing the 'right' records versus the cost of re-works/assessments was an eye-opener. Dr. Jan Michael Bosak 杨博萨克 يان بوساك explained the importance of speed in repossessions and the need for having access to digital records before the arrest of an aircraft to be repossessed. Jan Willem Storm van 's-Gravesande emphasized that "The real value is in the Paper, NOT in the Metal" by going through various scenarios. Matthew Gee focused on topics of ferry flights, and retrospective ICS while reiterating that aircraft records are a trigger point for a large number of aircraft transition delays, particularly on older aircraft passing through multiple transitions. michael B. discussed ferry flight records, and associated challenges with a recent scenario involving a couple of operators, owners/lessors where hours and cycles did not match! Paul Boyd explained the challenges with paper records and the positive impact of electronic techlog (ETL) in bringing in effectiveness and efficiency w.r.t records. I discussed the current technology landscape of digital solutions for aircraft records (see below) and the future developments (including Intelligent document processing (IDP), AI among others) in automating, semi-automating, and assisting aircraft records reviews. Also, discussed the features and benefits of #ArDocuExpert, a software platform developed by StatValu - Aircraft records automation that has automated/semi-automated many critical records review, retrieval and storage processes.
