Founded by Bocconi University and Institute Javotte Bocconi, the Institute for European Policymaking @ Bocconi University combines the analytic rigor of a research institute, the policy impact of a think tank, and the facts-based effort of raising public opinion’s awareness about Europe through outreach activities. The Institute, fully interdisciplinary, intends to address the multi-fold obstacles that usually stand between the design of appropriate policies and their adoption, with particular attention to consensus building and effective enforcement. The Institute’s mission is to conduct, debate and disseminate high quality research on the major policy issues facing Europe, and the EU in particular, its Member States and its citizens, in a rapidly changing world. It is committed to defending the European ideal, especially the unity and the diversity of the EU, as well as to promoting the rule of law, the principles and values enshrined in the EU Charter of Fundamental Rights. The Institute is also committed to contributing to Europe’s competitiveness, to the EU’s influence worldwide and to a prosperous, sustainable and equitable future for Europeans by fostering policy debates and a dialogue between different parts of European society through diverse outreach activities. It will adopt a multi-disciplinary, open and far-sighted approach, making the most of the interplay between rigorous research and constructive action, the latter being aimed not only at effective policy design, but also incorporating consensus building and policy enforcement methods. It is independent from any business or political influence.

Bank profitability: a Mirror of the Past, Creating a Vision for the Future A lecture by Claudia Buch, Chair of the Single Supervisory Mechanism (SSM) of the European Central Bank On 19 October 2023, the Council of the European Union appointed Claudia Buch as Chair of the Single Supervisory Mechanism (SSM) of the European Central Bank. She assumed her role on 1 January 2024 for a five-year term. Prior to her appointment as Chair of the SSM, Ms. Buch was Vice-President of the Deutsche Bundesbank, where her responsibilities included banking and financial supervision as well as financial stability. In that capacity, she was already a member of the SSM. On 16 October 2024, Claudia Buch delivered a lecture titled Bank Profitability: A Mirror of the Past, Creating a Vision for the Future at Bocconi University. The event was co-organized by the baffi carefin research centre and IEP@BU - Institute for European Policymaking at Bocconi University. The event was chaired by Donato Masciandaro, Director of the Baffi Center, with closing remarks made by Daniel Gros, Director of IEP@BU. Brunella Bruno, a researcher with tenure at Bocconi, and Professor Filippo De Marco also from Bocconi, provided comments on Ms. Buch’s lecture. “Bank profitability in Europe has increased in recent years. In some ways, the current levels of bank profitability mirror the past – structurally, by reflecting differences in markets and banks’ business models, and more cyclically, by reflecting the changing macroeconomic environment and higher interest rates. This raises the question as to whether profitability is a good metric for assessing bank resilience or if there are other indicators we should consider”, Claudia Buch argued. Policy Brief - Why do EU Countries Resist Sharing Sovereignty? Costs and benefits of sharing national sovereignty are different across EU countries and mainly depend on the relative strengths of each national state and intermediate institutions by Marco Buti, and Marcello Messori The recent debate on European integration has highlighted the need to increase the provision of European Public Goods (EPGs) in the economic, security and defence fields. While there is broad consensus on the diagnosis, the implementation is encountering significant political constraints. Indeed, it has proven highly challenging to overcome resistance to a reform of the European Union’s (EU) multiannual budget that would allow for a greater supply of EPGs. In this paper, we analyse the underlying reasons for such resistance within the EU. On the one hand, we emphasise the heterogeneity of national benefits arising from the different types of EPGs and the costs associated with the transfer of national sovereignty for the financing and production of these public goods. The Union’s varying national appreciation of the benefits stems from the fact that EU countries have divergent preferences relative to – respectively – EPGs aiming at boosting innovation and EPGs pursuing greater solidarity. On the other hand, the specific national costs are linked to the differentiated strength of the state and the intermediate institutions. The actual provision of the two types of EPGs reflects national preferences and the relative bargaining power of each member state. A preliminary analysis of the differing combinations of costs and benefits in a subset of EU countries (France, Germany, Italy, and Sweden) allows for the identification of the bottlenecks in the provision of EPGs. It thus becomes possible to derive initial policy conclusions for overcoming the main obstacles. The Future of EU Integration – A debate with Bocconi students What concrete policies could make the European Union more effective in a fragmented and hostile world? Before its annual event, the IEP@BU - Institute for European Policymaking at Bocconi University launched a "call for policy proposals" to the Bocconi student community. Many groups of students responded, presenting projects that included ideas on how to foster more productive debates on policy issues, a revision of the European Central Bank's monetary policy to support the investments necessary for the ecological transition, or initiatives aimed at raising awareness among end-users on the use of renewable energy sources. The students presented and discussed their proposals with IEP@BU research fellows. The member of the European Parliament Irene Tinagli gave an introductory speech. The session was chaired by Carlo Altomonte, who also coordinated the whole initiative. The first part of the session was dedicated to the pitches about Green Deal Industrial policy and Financing Green Investment, the second part covered the theme of EU Governance and Enlargement.
