概要
The Global Facility for Disaster Reduction and Recovery (GFDRR) is a multi-donor partnership that supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Established in 2006, GFDRR is uniquely positioned to scale the resilience agenda in these countries by providing funding and expertise for policy advice on improving disaster risk management (DRM) at national and local levels, as it relates to land use, building codes, public health, transport, and education, agriculture, environmental protection, energy, water resources management, poverty reduction, fiscal risk management, and climate change adaptation, among others. This advice, in the context of the World Bank’s policy-based lending, creates both technical capacity and financial incentives that enables formalization of policy changes for improved DRM. The Project Management Unit, located within the World Bank, manages grant resources to carry out GFDRR’s mission. Our Vision A world where communities and countries are more resilient to natural hazards, climate risks and other shocks, and the human and economic costs of disasters are reduced. Our Mission GFDRR helps communities and countries reduce risk, prepare for, and recover from disasters by integrating disaster risk management and climate change adaptation into development strategies and programs. Through these actions, GFDRR supports countries to implement the Sendai Framework for Disaster Risk Reduction, the 2030 Agenda for Sustainable Development, and the Paris Agreement. Effective disaster response starts with strong coordination among involved government agencies often at different levels of government. Our new Emergency Operations Center (EOC) course equips administrators and managers with the knowledge and tools to manage crises efficiently. At the Global Facility for Disaster Reduction and Recovery (GFDRR), we support governments in strengthening their emergency preparedness and response (EP&R) policies, institutions, facilities, equipment, and information systems. We also offer a centralized repository of good practices, providing operational support and technical assistance across all aspects of EP&R. A well-functioning EOC is the backbone of emergency management as it brings together critical infrastructure, personnel, and information systems to ensure a swift, organized response. Our course highlights key EOC functions and underscores the importance of collaboration among stakeholders. As #disasters become more complex, investing in #preparedness is essential. A few weeks ago, The World Bank approved a $200 million line of credit for Colombia. This efficient pre-arranged disaster financing, gives Colombia access to liquidity it can draw on within days of a future disaster events. The approval of the credit followed Colombia’s continued efforts to reduce disaster-, climate-, and public health risks across levels of government. Global Facility for Disaster Reduction and Recovery (GFDRR) has been providing grant and knowledge support to Colombia since 2008 and provided support for each of the policy reform areas underpinning this latest pre-arranged financing approval. I happen to have been the World Bank staff directly working with Colombia government agencies on capacity improvements for disaster risk reduction from 2008-2012 and in this capacity with funding from GFDRR delivering capacity building support to INGEOMINAS (geological agency), IDEAM (hydromet agency), INVIAS (national roads agency) and DNP (the national planning department) to implement World Bank financed investments that helped Colombia improve the accuracy and speed of its volcanic eruption and flood early warning systems and to improve the integration of hazard information in its municipal planning processes, and implement flood risk reduction measures. GFDRR has over the years supported many other specific capacity building and institutional strengthening improvements in Colombia more recently including a roadmap to transform earthquake-vulnerable schools into safe and resilient spaces and helped strengthen the country’s health systems by applying risk-based assessments to prioritize lifesaving investments, and the Municipal Disaster Risk Index, which Carolina Diaz Giraldo, Director of Environment and Sustainable Development for Colombia’s National Planning Department, recently highlighted as an important achievement for them.
