About us

The Water Services Regulatory Board (Wasreb) is a regulatory state corporation established by the Water Act 2002, this law was repealed by the Water 2016 operationalized in April 2017. Section 70 (1) of the Water Act 2016 established Wasreb with the main objective to protect the interests and rights of consumers in the provision of water services, while ensuring other stake-holders interests are also safeguarded.

    WASREB’s County engagements are essential for ensuring that water services across Kenya are delivered efficiently, fairly, and in compliance with national regulations. These engagements enhance accountability, promote public participation, and foster collaboration between county governments, WSPs, and the public. WASREB did a 3-day engagement with the County leadership of Busia, Bungoma, Trans-Nzoia, and West Pokot to tackle water challenges across the counties. The discussions focused on enhancing service delivery within registered WSP areas as well as underserved and unserved regions outside their service zones.     Did you know Under the Constitution of Kenya 2010, only Counties in Kenya have the power to set up Water Service Providers (WSPs). But here's where it gets crucial: Licensing is a must. The Water Act 2016 (Section 85) clarifies that no one can provide water services without a license. This guarantees that WSPs comply with national regulations, ensuring safe and reliable water for all Kenyans. There are 94 Licensed Water Service Providers in Kenya. Licensing isn’t just a formality—it's the law. It holds water providers accountable and ensures public participation in water governance (Section 169). #waterservicesforall

    The Board of Directors of WASREB is pleased to announce the appointment of Mr. Richard Cheruiyot as the new Acting Chief Executive Officer. Mr. Cheruiyot succeeds Dr. Julius Itunga, who has led the organization with distinction over the past nine years. During this appointment, Mr. Cheruiyot was serving as the Director of Monitoring and Enforcement. He brings over 23 years of experience in the management of water services, encompassing policy development, regulation, and operations, with a particular emphasis on regulatory compliance. His expertise specifically focuses on the development and monitoring of adherence to the regulatory framework within the water sector. As the new Acting CEO, Mr. Cheruiyot will bring fresh perspectives and drive growth, execute the regulator’s strategic priorities, and uphold the legacy of excellence.     WASREB participated in an evaluation workshop on the technical, financial, and socio-economic viability of the proposed Isiolo Rural Water and Sanitation, Services Corporation, Isiolo County by Millenium Water Alliance and the RAPID+ Program. The Isiolo County Government having recognized the critical need to improve rural water access and service delivery, is in the process of establishing the Isiolo Rural Water and Sanitation Services Corporation.     WASREB capacity builds WSPs Board of Directors to equip them with the necessary skills and knowledge to provide strong leadership, govern effectively, make strategic decisions, and oversee the WSPs effectively. WASREB facilitated an induction program for the Board of Directors of Garissa, Garissa Rural, Marsabit, Mandera, Wajir and Elwak WSPs in Wajir County. They were taken through an overview of the management models for water services in rural and underserved areas, license obligations and enforcement measures, governance framework, operations, budgets and KPIs in the water sector. These audits assess WSPs' compliance with national regulations, including water quality, service delivery, and infrastructure maintenance. The key aspects of this process include: 1.Verifying compliance with national water service laws and standards. 2.Ensuring water quality, proper treatment, and contamination prevention. 3.Identifying gaps in service delivery and addressing issues like inconsistent supply and poor customer service. 4.Evaluating the effective use of funds and financial management to ensure WSPs' viability. 5.Ensuring fair and approved tariff rates for affordable yet sustainable service provision. 6.Promoting equitable access to water across different regions, including underserved areas. 7.Identifying infrastructure gaps to guide service expansion. 8.Recommending capacity-building for WSPs through training and technical support. 9.Encouraging the adoption of innovative water management practices for efficiency and quality improvements.
