The IEU is evaluating the GCF's approach to Indigenous Peoples, and we’re excited to share our progress! 💡🧠 In August, the team gathered at the Green Climate Fund HQ to launch the next phase of the Indigenous Peoples (#IP2024) evaluation, where we're transitioning from data collection to in-depth analysis, focusing on findings from GCF data, country case studies, and feedback from the Indigenous Peoples Advisory Group Indigenous Peoples Advisory Group (IPAG). This is where the real work begins! The workshop brought together the IEU team— Genta Konci, Rishabh Moudgill, Dr. Archi Rastogi, Youn Park, and Tsolmon Baatarzorig - along with Stefano D'Errico, Sanchita Bakshi, and Julia Bussab Fonseca from International Institute for Environment and Development (IIED) and Sophoi . Established in 2014, the Green Climate Fund (GCF)'s Independent Evaluation Unit (IEU) plays a crucial role in leading the evaluation and learning function of the GCF. The IEU has 3 core objectives: 1) Inform the Board's decision making, synthesise lessons learned and guide the GCF and its stakeholders. 2) Undertake and deliver high quality and independent evaluations of the GCF's performance, activities, and results. 3) Inform the UNFCCC and the Paris agreement.

Lessons on climate finance from the #DominicanRepublic 🇩🇴🌍 Even with strong institutions, accreditation can be a challenge. However, with support from the Green Climate Fund and the Global Green Growth Institute, the Dominican Republic successfully financed its first green bond. In their visit to the Dominican Republic, Principal Evaluation Officer a.i. Prashanth Kotturi and Eric Müller from SISTME Monitoring & Evaluation found all that and more. IEU is wrapping up the evaluation of GCF’s work in Latin America and the Caribbean (#LAC2024). The final report out will be out soon, including the country case study. IEU's HWFW2024 hits another milestone with its writeshop 🧠✍️ Last week marked an important step forward for the Independent Evaluation Unit’s Evaluation of the Health, Well-being, Food, and Water Security (HWFW2024) result area. The team congregated in Songdo to dive deep into the data and draft key sections of the evaluation report. They focused on: 📊 Analyzing evidence from interviews, GCF data, country case studies, and other key sources. 🎤 Conducting new evaluation interviews to gather more insights. 💡 Evaluating projects for their relevance, effectiveness, coherence, and potential to drive paradigm shifts—focusing on innovation and ensuring gender and social equity. La Mojana is special. It is fertile and rich. It is home to the Zenú Indigenous people and Afro-descendant communities, who coexist with local farmers. La Mojana is also highly vulnerable. Its fertility comes with exposure to extreme flooding and long spells of drought. It is rich in oil and gas reservoirs situated directly beneath Indigenous lands. Yet, the people here are incredible—resilient and committed to protecting their lands and preserving their way of life. As part of the ongoing evaluation of the Green Climate Fund’s Approach to Indigenous Peoples (#IP2024), Rishabh Moudgill, Policy and Evaluation Officer a.i., visited La Mojana to interview beneficiaries of GCF’s FP056 – ‘Scaling up climate-resilient water management practices for vulnerable communities in La Mojana.’ He interviewed the Zenú people, including their Cabildo leaders, alongside the UNDP's field team in Montería, #Colombia 🇨🇴. How Is Access to Clean Water Transforming Lives in #Tajikistan? 🇹🇯 In the remote villages of Tajikistan, access to clean water is transforming people’s daily life. Women who once spent hours fetching water now have more time to attend to their families and help with their children’s schoolwork. Solar-powered food dryers and greenhouses are helping female-led households diversify their crops and livelihoods, fostering resilience in some of the country’s most vulnerable communities. A new water supply system has been built in a district, bringing clean water to 10 villages for households’ daily use and farming. Earlier in June, as part of the ongoing HWFW2024 evaluation, Yeonji Kim, along with Galyna Uvarova and Rennie Jordan from Universalia, traveled to Tajikistan to observe these changes firsthand. During their case study visit, they took field trips to some villages in the Fayzobod and Vose Districts where the Green Climate Fund projects FP014 and FP067 are being implemented. The team met with representatives from the Tajikistan Committee of Environmental Protection, Center for Implementation of Investment Projects (CIIP), the World Food Programme, EBRD and others to discuss how these projects are being implemented and their results and impact. How are Costa Rica’s conservation efforts shaping the future? 🌳 Costa Rica has long led the way in conservation with innovative strategies that have transformed its environmental landscape. During our recent country visit, we uncovered the stories behind these efforts and how they continue to evolve. As part of the IEU’s ongoing evaluation of the Green Climate Fund’s investments in Latin America and the Caribbean (#LAC2024), Evaluation Specialist Prashanth Kotturi, accompanied by Consultant Eric Müller from SISTME Monitoring & Evaluation traveled to Costa Rica to explore and collect data on the GCF’s REDD+ Results-Based Payments (RBP) program. This initiative has been a key element in Costa Rica’s approach to forest conservation for years. Our country visit also highlighted the role of Costa Rica’s Payment for Environmental Services (PESA) program, which has bolstered the country’s involvement in the REDD+ RBP pilot. This program’s expansion is now reaching new communities and preparing local institutions for future opportunities, such as those from the LEAF coalition. The insights from this country visit will inform the IEU’s upcoming report on the impact and effectiveness of GCF’s investments in the region. How Can We Measure Climate Resilience? 🌱 Understanding the true impact of climate initiatives requires more than just analyzing data. One needs to experience the impacts of projects firsthand - especially imapcts on local communities. Our recent visit to Belém and Marajó, Brazil, we tried to assess whether and how these efforts are making a tangible difference on the ground. The IEU’s Learning-Oriented Real-Time Impact Assessment (LORTA) programme is helping an impact evaluations in the Green Climate Fund's SAP031 Marajó Resiliente project, which seeks to strengthen the ability of smallholder farmers to adapt to climate change. In May, Susumu Yoshida, Evaluation Specialist, traveled to assess how effectively the project is meeting its goals and addressing real-world conditions. During the visit, Susumu, in collaboration with Fundación Avina , met with key stakeholders, including representatives from the Ministry of Environment of the State of Pará, the ADEPARÁ - Agência de Defesa Agropecuária do Estado do Pará, and the municipalities of Soure, Salvaterra, and Cachoeira do Arari. They worked to build support for the evaluation and its activities. The team also visited local organizations such as the Cooperative of Salvaterra Smallholders (CAFAS), the Women who Plant (Mulheres que Plantam) Initiative, and the Smallholder Association Campos do Marajó (AACAM) to gain a deeper understanding of their experiences and needs. The design of the impact evaluation will be finalized later this year. On the Ground in #Tanzania: Evaluating Climate Adaptation in Action 🇹🇿🌱 Measuring impact requires more than just data—it demands rigor, insight, and firsthand experience. In May, Michell Dong, our Impact Evaluation Specialist, traveled to Tanzania to support the Green Climate Fund's FP179 Tanzania Agriculture Climate Adaptation Technology Deployment Programme (TACATDP) with an impact evaluation. This vital initiative, implemented by CRDB Bank Plc, is designed to empower Tanzanian farmers by providing them with tailored financial products to help them adapt to climate change.
