Neue Studie: „Liechtenstein und der IWF. Eine ordnungspolitische Einordnung“. Die Studie untersucht zunächst den IWF als Institution und Akteur in Krisensituationen. Dabei werden aus ordnungspolitischer Sicht auch kritische Aspekte angesprochen. Ausführlich geht es dann um die aktuelle Diskussion um eine Mitgliedschaft Liechtensteins im IWF. Gezeigt wird, dass die grundsätzlichen ordnungspolitischen Einwände gegen die Institution IWF nahezu nichts mit der Frage nach dem wohlverstandenen Selbstinteresse des Landes an einer Mitgliedschaft zu tun haben. Der Hauptvorteil Liechtensteins wäre die Absicherung im Falle einer schweren (Banken-) Krise oder (Natur-) Katastrophe, d.h. der rasche, günstige und nahezu unbegrenzte Zugang zu Devisen und Krediten in Abwesenheit eines anderen «lender of last resort». Andere Vorteile wie die Möglichkeit der globalen Eigendarstellung des Landes und Standorts, der Zugang zu einem diplomatischen Parkett für bilaterale Kontakte oder die Verbesserung der Datenlage und ökonomischer Expertise kommen hinzu. New publication on the future of European integration.
For decades European integration combined its deepening and widening in a mostly unitary fashion. A “one-size-fits-all” approach, however, seems little promising for a future EU of some 35 member states and an enlarged set of EU-competencies. To manage further deepening and widening of the EU, more flexible forms of integration of the “willing and capable” seem both realistic and desirable. A combination of Constitutional Political Economy, club theory and basic requirements of legitimacy provides relevant arguments for integration based on “variable geometries” that tend to be ignored by narrow perspectives of public finance theories of the optimal allocation of competencies.
