About us
Coordinated Auction Office in South East Europe - SEE CAO, was established in 2014 by its shareholders - TSOs from the region of South East Europe: HOPS, NOSBIH, CGES, OST, KOSTT, IPTO, TEIAS and MEPSO with objective to perform explicit allocation of cross-border transmission capacity through NTC-based Auction Process in both directions between Control Areas of the Participating TSOs. SEE CAO is performing yearly, monthly and daily auctions on 10 borders: HR - BA; BA - ME; ME - AL; AL - GR; GR - TR; GR - MK; IT - ME; AL - XK; XK - ME; XK - MK with more than 200 registered Auction Participants.

Day-ahead market coupling on Albania – Kosovo border operated by Albanian Power Exchange sh.a-ALPEX successfully went live from delivery day 1 February 2024. SEE CAO started providing Shadow Auctions, that serve as the fallback mechanism for market coupling process, and performing the role of Congestion Income Distributor for OST sh.a.-Operatori i Sistemit të Transmetimit and KOSTT on this border. On 16 November, SEE CAO took part in final review of the TRINITY PROJECT, during which the developed products were presented in front of European Commission representatives. Within the project, SEE CAO has developed backup module for intraday market coupling via explicit intraday auctions. At the end of this 4-year cycle, we are grateful to all the partners for their cooperation and support, with special thanks to project leader ETRA, the leader of our work package SEEPEX A.D., and of course CGES - Crnogorski elektroprenosni sistem AD, that enabled our participation by linking us to the project. We are confident that developed innovations will make an impact in years to come, and look forward to the opportunities that future brings!
🎉 Yesterday, we proudly concluded the TRINITY PROJECT #H2020—a 48-month journey led by ETRA. In the last consortium review meeting in Valencia, we presented and defended our work, showcasing successful innovations to the EU Commission! 🌍 Celebrating collaborative efforts with 19 partners from 11 countries, our focus on cross-border capacities in South-Eastern Europe (SEE) has yielded remarkable innovations and advancements. Key objectives achieved include enhanced cross-border trading, electricity market integration, increased use of Renewable Energy Sources (RES), improved system operation security, and enhanced coordination. 🚀 Our partners have worked hard on four awarded products, recognized by the Innovation Radar for business-ready maturity: ☀️ T-RES CONTROL CENTRE: Optimizing the management, planning, and operation of renewable energy generation plants in South-Eastern Europe. 📡 T-COORDINATION PLATFORM: A modular ICT platform facilitating communication and coordination for RSC-TSOs and TSO-RES producers. 🤝 T-MARKET COUPLING FRAMEWORK: Driving cross-border cooperation and electricity market integration in South-Eastern Europe. 🔐 T-SENTINEL TOOLSET: Enhancing security and reliability of regional power systems through remedial action optimization and novel algorithms. These groundbreaking innovations were not only developed but successfully demonstrated in eight countries: Serbia, Greece, Montenegro, Bosnia and Herzegovina, Croatia, North Macedonia, Bulgaria, and Hungary.
