At yesterday's meeting of the Real Estate Committee of the American Chamber of Commerce in Montenegro, the Committee's management board was elected. Our colleague Jelena Damjanovic Vidakovic was appointed as the Committee's Chair, and attorney Nemanja Radovic Radović from our partner company Law Office Komnenic & Partners was appointed as Vice Chair. The meeting also defined the Committee's priority activities for the upcoming period. The International Monetary Fund (IMF) has maintained its forecast for Montenegrin economic growth this year at 3.7%, as projected in its spring report published in April. The same growth rate is forecast for the next year, while a slowdown to 3% is expected in 2029. According to their estimates, inflation in Montenegro will be 4.2% this year and 3.7% next year. According to the "Western Balkans Regular Economic Report" The World Bank released yesterday, Montenegro’s economy is expected to grow by 3.4 percent in 2024. Growth is projected to moderate but remains solid at 3.5 percent in 2025, boosted by wage increases. However, fiscal challenges persist as the government reduces pension contributions, likely increasing the deficit to 4.1 percent of GDP in 2025. Public debt is expected to rise to an estimated 64.5 percent of GDP by 2026. Moody’s increased Montenegro’s credit rating after 11 years! The Ministry of Finance announced that Moody's, the global rating agency, has increased Montenegro’s credit rating for the first time since 2013 from B1 to Ba3, upgrading the outlook to stable. As they note, this agency has confirmed the upgrade of Montenegro’s rating, which is the result of strong medium-term prospects for growth and the improvement of the country’s fiscal stability that came as a consequence of lower public debt and fiscal risks concerning the completion of the Bar-Boljare motorway. They also add that significant public and private investments, paired with implementing the EU’s structural reforms in the context of a new plan for the WB growth, have fostered mid-term growth projections. “The upgrade of the credit rating represents the confirmation of stability and progress that Montenegro has achieved, which, according to this renowned rating agency, reflects in the domain of fiscal policy and economic reforms, thus confirming that Montenegro’s becoming a foreseeable and stable environment,” it’s said in a statement. The Government of Montenegro has adopted the "Guidelines for Macroeconomic and Fiscal Policy for the period 2024-2027". Based on strategic and planning documents, these guidelines form the foundation for the 2025 budget preparation. Preliminary forecasts indicate a real economic growth of 3.8% in 2024, driven by the continued expansion of the tourism sector, sustained high private consumption, and the recovery and further growth of investments based on relevant plans and the approved 2024 capital budget. Over the medium term, the Montenegrin economy is expected to grow at an average annual rate of 3.7%, with projections of 4.8% in 2025, followed by 3.1% in 2026 and 3.2% in 2027. This growth will primarily be fueled by strong domestic demand, particularly robust private consumption, and investment growth, thanks to removing business barriers.
