🌍 I am honored to be part of the InterAgency Institute delegation at the United Nations Convention on Certain Conventional Weapons (CCW) meeting in Geneva, where we are actively contributing to discussions on lethal autonomous weapons systems (LAWS). This team is amazing! Ana Beatriz Duarte, Luís C. Farias, and Manuela Le-Fort As a professor and researcher at Universidade Lusófona - Centro Universitário Lisboa / LusoGlobe - Lusófona Centre on Global Challenges, I am privileged to bring a synergic perspective to these critical global issues. My academic and research work informs my role at the InterAgency Institute, where we are focused on providing analysis to the civil society coalition (Stop Killer Robots) and state delegations. In particular, our advocacy is grounded in research and analysis of trends, and we have proposed a tool for generating semantic trends that can help stakeholders identify consensus points and pave the way toward a common legal text on autonomous weapons by the end of 2025. The continuation of these debates within the CCW, which complements the work of the UN General Assembly’s 1st Committee in New York, is essential. As the CCW is a unanimously approved forum, it is crucial that we build common ground. Rather than seeking outright prohibitions, we are advocating for the regulation and limitation of technologies that dehumanize the process of targeting individuals. Our efforts focus on ensuring that autonomous weapons are properly regulated, with key areas of focus including: - Banning weapon systems that lack meaningful human control and that use sensors to target humans without intervention. - Establishing rules to ensure that autonomous weapons operate only under strict human oversight, ensuring that human decision-making remains central. Through my roles at the LusoGlobe Centre, and my work with the InterAgency Institute, I am committed to contributing to this dialogue. Our work on trend analysis aims to create pathways for consensus-building, helping stakeholders shape the regulations needed to safeguard humanity’s role in warfare. 🌍 We are proud to be part of the "Stop Killer Robots" coalition at the United Nations Convention on Certain Conventional Weapons (CCW) meeting in Geneva. This important work is gaining momentum! The 2023 Meeting of the High Contracting Parties to the CCW has set the stage for critical discussions on lethal autonomous weapons systems (LAWS) with the Group of Governmental Experts meeting twice in 2024. Our coalition is advocating for a crucial international legal treaty to ensure meaningful human control over the use of force and to reject the automation of killing. The core of our policy focuses on: Prohibitions: 🚫 Banning autonomous weapon systems that lack meaningful human control. 🚫 Prohibiting systems that use sensors to target humans. Regulations: 📜 Establishing additional rules to ensure that any autonomous weapon systems operate under strict human oversight. The scope of these efforts is clear: we must address all weapon systems that can apply force based on sensor inputs, without immediate human command. These are the systems that we define as ‘autonomous weapons’—and they represent a critical challenge for global security. Together, we are working towards a future where human decision-making remains at the heart of the use of force.
