A new international-standard Common Bar Course (CBC) and examination are being considered to replace the current Certificate in Legal Practice (CLP), the Dewan Rakyat heard today. The new system, inspired by the UK bar training, will ensure all aspiring lawyers meet competency standards before practising, regardless of where they earned their degree, said deputy law and institutional reform minister M Kula Segaran. “The CBC and Common Bar Examination (CBE) will be more comprehensive and improve the existing CLP system, bringing us on par with the Bar Training Course in the UK. “The CBC will introduce practical training so law graduates are better prepared for real-world challenges. The Ministry of Health (MOH) plans to designate the Sultan Idris Shah Serdang Hospital Heart Centre as a national heart centre, a role traditionally associated with the National Heart Institute (IJN). Under the government’s new Rakan KKM initiative – a programme aiming to offer “premium economy” services at selected public hospitals for elective outpatient, daycare, and inpatient care – MOH intends to establish more centres of excellence within the public health care system, according to MOH deputy secretary-general (finance) Norazman Ayob. “I know there are still a lot of questions about what this initiative is about, but basically, number one, it is not about privatising public hospitals. The Ministry of Health (MOH) is exploring the integration of traditional Chinese medicine (TCM) into Singapore’s healthcare reform initiative Healthier SG. MOH, together with TCM practitioners and general practitioners (GPs) will "work out the right models" and develop an expansion scheme for Healthier SG, Health Minister Ong Ye Kung said on Sunday (Oct 27). Private hospitals have been urged to offer Malaysian nurses a RM15,000 sign-on bonus from their own pockets instead of relying on government funds as proposed by an association. Galen Centre for Health and Social Policy CEO Azrul Khalib said he previously proposed to the health ministry that this bonus be introduced in public hospitals, describing it as a pragmatic way to attract Malaysians to consider a career in nursing. “I don’t think the government should pay those bonuses for private hospitals, though. Appropriate disciplinary action, including dismissal, should be taken against healthcare staff found guilty of bullying, says the head of a health policy think tank. However, Galen Centre for Health and Social Policy CEO Azrul Khalib said, the punishment should be commensurate with the severity of the offence. “Such action could include demotion, suspension and even removal from service,” Azrul told FMT. On Monday, health minister Dzulkefly Ahmad said the ministry will issue guidelines to its staff on how to manage bullying in the workplace. The guidelines are aimed at raising awareness regarding workplace bullying, preventive measures and reporting procedures. The Ministry of Health (MOH) intends to revoke the licence of MaNaDr, which means that the telehealth provider will not be able to offer any medical services. “This is in view of MOH’s assessment that MaNaDr Clinic is unable to continue providing outpatient medical services in a clinically and ethically appropriate manner,” said MOH in a statement on Oct 24. If its licence is revoked, the clinic will no longer be able to provide outpatient services at its clinic at 371 Beach Road City Gate, at temporary premises such as patients’ residences, and remotely via teleconsultations. In addition, 41 public and private sector doctors who provided teleconsultations at MaNaDr Clinic will be referred to the Singapore Medical Council (SMC) for inquiries into possible professional misconduct. They have potentially breached SMC’s Ethical Code and Ethical Guidelines (ECEG), the ministry said. The latest move comes two months after MOH issued a direction to the telehealth company to stop the provision of outpatient medical services via teleconsultation until further notice. A Straits Times report in September found that teleconsultations were still being conducted on the MaNaDr app via other clinics and service providers with their own remote licences. #medicolegal #healthcare #mlsm
