Our work lies primarily in executing projects to strengthen legal protection and improve public policies that affect vulnerable or disadvantaged groups. We support human rights NGOs to withstand governmental pressure. Additionally, we work to improve the implementation of OSCE human dimension commitments and other international human rights agreements. We take active part in several civil society networks of human rights NGOs in Europe.

Ik maak me grote zorgen over de erbarmelijke staat van de rechtsstaat in Hongarije. Als rapporteur op dit dossier reisde ik vorige week naar Boedapest om daar te spreken met verschillende ngo’s, academici, mensenrechtenverdedigers, LHBTIQ+-vertegenwoordigers en ambassadeurs, die cruciaal werk leveren om de afbraak van rechtsstatelijke instituties en vrijheden tegen te gaan. Het werkbezoek maakte indringend duidelijk hoe Viktor Orbán dit land in een houdgreep heeft en zijn onderdrukking steeds meer facetten van het dagelijks leven van mensen raakt. Onderwijzers, rechters, journalisten en ngo's die opkomen voor de mensenrechten, worden door het slijk van de propagandamachine gehaald of zijn onderhevig aan intimidatie — niet zelden alleen tegen henzelf, maar ook hun familieleden. De angst voor het regime zit diepgeworteld in de samenleving en was ook voelbaar tijdens de vele gesprekken die ik voerde. Vier jaar na het uitroepen van de noodtoestand in Hongarije, belichaamt het beleid van Orbán chaos en onvoorspelbaarheid. Hij zet het parlement buiten spel door per decreet te regeren, hij grijpt willekeurig in bij gemeentebestuurders en hij wijzigt de regels van de ene op de andere dag. Dat ondermijnt niet alleen de democratie, maar ook de rechtszekerheid. Daarnaast legaliseert Orbán met de ‘National Sovereignty Act’ laster- intimidatiecampagnes met officiële onderzoeken naar maatschappelijke organisaties, om daarmee ieder kritisch geluid uit de samenleving in de kiem te smoren en de steun voor de Europese waarden te ondermijnen. Met de 24-uurs staatspropaganda in de media en het wegdrukken van de vrije pers probeert Orbán de publieke opinie te controleren en de grootschalige corruptie te verhullen. Al jaren staat de rechtsstaat in Hongarije op het vizier van de Europese Commissie en EU-landen, maar hun reactie mist elk gevoel van urgentie. Naast lopende inbreukprocedures en de activering van de artikel 7-procedure, heeft Hongarije - om EU-subsidies te kunnen ontvangen – maatregelen genomen die de rechtsstaat in het land zouden herstellen. Maar dat zijn schijnconstructies voor het anti-corruptiebeleid en de onafhankelijke rechtspraak, die alleen maar bedoeld zijn om de EU te misleiden en de Europese financiering te laten binnenstromen, zodat die vervolgens in de zakken van zijn entourage belandt. Zijn échte allesoverheersende macht over het land blijft onaangetast. In een functionerende rechtsstaat moeten burgers kunnen vertrouwen op goed en voorspelbaar bestuur en een onafhankelijke rechtspraak. Hongaren hebben bovendien hetzelfde recht op vrijheid, rechtvaardigheid en gelijke behandeling als ieder ander EU-burger. Ze verdienen een staat die hun rechten beschermt in plaats van deze te ontkennen of vernietigen. Het is de hoogste tijd dat de EU deze rechten met hand en tand verdedigt. Met als eerste maatregel dat Orbán geen cent meer ontvangt totdat de rechtsstaat is hersteld.

✍ Fostering a more effective and humane approach to rehabilitation and reintegration in Ukraine As part of our focus on #resocialisation and the development of a #recovery plan for #detention facilities in #Ukraine, the NHC organised a 4-day workshop in Ukraine in the middle of August. Proud to have kicked off the third and final regional conference on Media Freedom in Mavrovo, North Macedonia , entitled "Stronger Together: Journalists and Judiciary Safeguarding Media Freedom”. Over the next few days, more than 70 journalists and members of the judiciary from Bosnia-Herzegovina, Serbia and North Macedonia will engage in meaningful dialogue on topics of disinformation, legal attacks and impunity, among others. As NHC's Acting Executive Director Joeri Buhrer Tavanier notes: "The title of this conference is Stronger together, and that's exactly what the next days will be about. Over the last 4 years both the judiciary and media have worked very hard on safeguarding media freedom. This project aims to bring both groups together, and we have come a long way over the course of this project." We look forward to fostering important and much needed dialogue between the judiciary and journalists in the region, and continuing to work together to strengthen the capacity of the judicial sector to respond adequately to the threats journalists’ face, whilst at the same time improving the conditions under which the media operates.
